The Department of Information and Technology services has an immediate opening for a Project Manager in Frankfort. This position is responsible for managing all project phases from initiation to closeout including, developing project assets, manage change requests/risks/issues, and report project status.

The project manager facilitates completion of projects in a timely manner through task delegation, activity monitoring, proactive communication, and conflict resolution. The project manager also works to ensure methodology compliance and continuous process improvement.

KNOWLEDGE & EXPERIENCE:
  • Direct, recent experience with project management, asset development, and creating or maintaining PR.
  • In-depth hands-on knowledge of project delivery management tools.
  • In-depth hands-on knowledge of the Microsoft product suite, particularly Word, Excel, PowerPoint.
  • Working knowledge of SharePoint.
  • Significant experience in meeting facilitation and negotiation skills.
  • Significant experience resolving and/or escalating issues in a timely fashion.
  • Good understanding of the organization’s goals and objectives.

  • Advanced understanding state government generally, and the judicial branch specifically, a plus.
DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
  • Methodology development and process improvement.
  • Assist with the development of project delivery assets, processes, and procedures for the project management office.
  • Work with team members to continuously improve assets, processes, and procedures for project delivery.
  • Embrace defined project delivery methodology through adoption and usage of templates and processes defined by the organization to complete daily tasks project and operational management.
  • Administer all aspects of an assigned project including, but not limited to, contract management, financial management, schedule management resource management, issue management, vendor management, communications (Internal and customer), and standards compliance.
  • Set and manage team and customer expectations.
  • Manage assigned projects to achieve successful implementations (on time and within budget).
  • Perform project accounting functions as required by project tailoring guidelines (i.e., projected vs. Actual Budget, reconciliation against estimates, project profitability, revenue, margins, bill rates, utilization.)
  • Comply with standards on assigned projects and help enforce standard policies and procedures.
  • Foster and improve relationships between and among internal departments to facilitate effective project delivery.
  • Lead team members by modeling and re-enforcing positive behaviors.
  • Delegate and monitor project tasks, ensuring accurate and timely completion.
  • Review team member work products and address issues as appropriate.
  • Ensure project assets are complete, current, and stored appropriately.
  • Provide project delivery methodology guidance for the project team.
  • Provide reporting/status information to management and customers.
  • Contribute to the organizational goals and objectives of the department.
  • Work with appropriate resources to assist in project audits as deemed necessary.
  • Where necessary, manage and/or provide guidance to other team members.
  • Seek and secure education opportunities to enhance skill sets (for team members and self).
  • Provide feedback on team member performance to the administrative resource manager as requested for evaluative and career development purposes.
  • Perform other duties as assigned.
Minimum Requirements
EDUCATION: College Diploma or University Degree

EXPERIENCE, TRAINING, OR SKILLS: Five (5) years Project Management work experience

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): PMP CERTIFICATION IS PREFERRED
Working Conditions
Occasional travel between training locations potentially required. Sitting for extended periods of time Dexterity of hands and fingers to operate a computer keyboard, mouse, and to handle other computer components. Lifting and transporting of moderately heavy objects, such as computers and peripherals.
