The Department of Information and Technology Services has an immediate opening for a Court Services Legal Liaison in Frankfort. The Court Services Legal Liaison provides guidance to the ITS’ Court Services division and the ITS Department regarding implementation of statutes/Manuals (Clerk’s/Account), local processes/procedures, and questions from elected officials based on past and current legal opinions.
The Legal Liaison will confer with the Office of General Counsel and the Governmental Affairs Liaison in furtherance of Court Services projects, goals, and objectives. The Legal Liaison will review correspondence and documentation to ensure accuracy and compliance with legal precedence.
Job Required Knowledge:
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Excellent written and oral communication skills, including instructional, facilitation, and presentation skills.
  • Excellent interpersonal skills.
  • Advanced problem-solving, logic, and conflict resolution skills.
  • Advanced time management skills.
  • In-depth hands-on knowledge of the Microsoft product Suite, particularly Project, Word, Excel, and PowerPoint.
  • Experience in meeting facilitation and negotiation skills.
  • Experience working in a team-oriented, collaborative environment.
  • Highly self-motivated and directed
  • Advanced understanding of court processes and concepts is a plus.
Job Duties and Responsibilities:
  • Perform legal research and analysis of Kentucky Revised Statutes.
  • Perform legal research and analysis of KY Rules of Civil and Criminal Procedure.
  • Research, review, and propose updates required for the KY Circuit Clerks’ Manual.
  • Research, review, and propose updates required for the KY Circuit Court Clerks’ Accounting Manual.
  • Create, review, and maintain relevant Court Services Standard Operating Procedures.
  • Serve as a liaison between Court Services and the elected KCOJ Judges.
  • Provide guidance and participate in training for elected officials.
  • Collaborate with training and education resources as needed.
  • Provide guidance and direction regarding court operations questions from elected officials.
  • Research and draft opinions in collaboration with the Office of General Counsel regarding KCOJ software/program development.
  • Review, maintain, and propose updates to any/all application user agreements.
  • Advise Court Services and Information & Technology Services as to current changes in the law and recent decisions impacting KCOJ court operations.
  • Collaborate with ITS Leadership regarding strategic initiatives.
  • Participate as a team member on designated projects.
  • Perform other duties as assigned.
Minimum Requirements
EDUCATION: Graduate of an Accredited Law School
EXPERIENCE, TRAINING, OR SKILLS: 3 years legal experience, court experience/exposure preferred

Working Conditions
Use of Microsoft Office Suite (365). Standard workday 8am-4:30p EST M-F. Sitting for extended periods of time. Dexterity of hands and fingers to operate a computer keyboard, mouse, and to handle other computer components. Limited travel may be required. Remote workplan option available but in-office presence required.
