DIRECTOR OF HUMAN RESOURCES

REPORTS TO: Mayor
JOB LOCATION: 14340 Euclid Avenue East Cleveland, Ohio 441 12
JOB STATUS: Full/Part Time: Full Overtime: Exempt Union: Non-union
HOURS: Day(s): Monday — Friday Time: 8:00 a.m. — 5:00 p.m.
JOB SUMMARY:
The Human Resources Director coordinates implementation of services, policies, and programs through Human Resources staff; reports to the Mayor and serves on the executive management team; and assists and advises company managers about Human Resources issues.
ESSENTIAL FUNCTIONS:
❑ Establish and administer goals, objectives, policies, procedures and work standards for the HR Department
❑ Establish the accurate completion and maintenance of records, reports and files provided to appropriate City departments, government agencies and City Council
❑ Experience in the administration of benefits and compensation programs and other
Human Resources programs.
❑ Administer the City of East Cleveland recruitment, employment and termination policy
❑ Coordinate grievance hearings, risk management programs, benefits including retirement and employee assistance programs, medical insurance, unemployment claims and workman’s compensation
❑ Develop and administer programs including training, safety, and health
❑ Provide direction and advise all departments in personnel policies and procedures
❑ Secretary of Civil Service Commission
❑ Manage, train and develop the HR staff
❑ Support additional duties as requested
QUALIFICATIONS:
❑ Bachelor’s Degree or equivalent experience. Master’s degree and/or HR certification desirable.
❑ Minimum five to seven years management experience
❑ Ability to apply management knowledge to solve complex problems and provide solutions
❑ General knowledge of various employment laws and practices.
❑ Ability to motivate others to achieve results
❑ Ability to provide alternatives to achieve results
❑ Ability to delegate responsibilities to develop staff members
❑ Excellent oral and written skills
❑ Outstanding ability to multi-task
❑ Team building and interpersonal skills
EQUIPMENT USED: PC, standard office equipment and various computer applications
