The City of Beaverton is seeking a Transportation Project Manager who will play a key role in shaping the future of downtown Beaverton. This is a new role in the Community Development Department that will help advance the City Council’s priority of Safe Streets and implement the City’s Complete Streets Policy.
 
As the Transportation Project Manager, you will be responsible for managing the Beaverton Downtown Loop and the Downtown Quiet Zone, two projects that have significant budgets with multiple phases over several years.
 
 Project funding includes a $2.5 million federal RAISE Grant and $5 million in federal appropriations funding, as well as Beaverton Urban Redevelopment Agency (BURA) and Transportation Development Tax (TDT) funds. Additional grants are anticipated in future years with significant project budgets for design and construction.
 
Duties include preparing and monitoring project work plans, budgets and schedules; developing and managing Intergovernmental Agreements (IGAs); preparing grant applications and project funding plans; developing Requests for Proposals; negotiating and managing consultant contracts; and managing project risk. The position is responsible for creating a collaborative environment to engage with consultant teams, City staff and partner agencies, and leading productive communications with community members, property and business owners, and elected officials.

• Has experience delivering complex transportation capital projects on time and within budget, including project management of engineering tasks and deliverables. 
• Puts a high value on community engagement when designing decision-making processes and has demonstrated success connecting with diverse communities, cultures, and audiences. 
• Has experience with roadway project design on public infrastructure projects and in leading multi-disciplinary design teams. Experience with streetscape and complete streets planning and implementation is a plus.
• Is skilled at developing clear, concise, and compelling reports, presentations, and project communications. 
• Has delivered federal aid transportation projects in a local agency context.

This is a full-time, exempt, Management 2 (M2) position. There is one vacancy. This is a project-driven limited-duration position, expected to last at least two years, with possibility of extension dependent on funding. 
This position is eligible for a hybrid work schedule, including up to three days per week of remote work.

• Develop and implement work plans, community engagement plans, and implementation plans for the Beaverton Downtown Loop and the Downtown Quiet Zone Project, coordinating staff resources within the Community Development and Public Works departments. Provide project oversight and direction for work in progress to ensure objectives are met.
• Work collaboratively with members of the public, external stakeholders, elected officials and staff from other departments to facilitate implementation and delivery for the Beaverton Downtown Loop and the Downtown Quiet Zone Project.
• Prepare reports and project and policy recommendations as requested for the Mayor and City Council, the BURA Board, the City Manager and the Community Development Director, the Oregon Department of Transportation, and the Federal Highway Administration.
• Lead consultant procurement processes and manage multidisciplinary engineering, planning, and urban design consultant teams to deliver planning and capital projects. 
• Advise the Director, Executive Team, Mayor, City Council, and Boards and Commissions on project issues. Analyze intergovernmental agreements, ordinances, and other related documents for policy implementation and provide written reports. 
• Represent the city at project-related meetings, events, task forces and committees. Meetings include project-specific engagement through Community Advisory Committee meetings, Technical Advisory Committee meetings, City Boards and Commissions, Neighborhood Association Committees, the BURA Board and City Council, and other community stakeholder groups. Meetings also include technical meetings with City staff from across city departments including Community Development, Public Works, Community Services & Engagement, City Attorney, and Finance, as well as partner agencies including TriMet, ODOT, Washington County, TVF&R, Clean Water Services, and private railroads.
• Lead and facilitate meetings, and develop and deliver engaging presentations for a variety of audiences. 
• Prepare, recommend and monitor budgets for assigned projects. Authorize necessary payments and keep required documentation organized. Negotiate and review grant agreements and Memoranda of Understanding. 
• Use Microsoft Office Suite, Microsoft Project, and other city-specific software to manage and monitor project scope, schedule, and budget. 
• Review engineering plans and studies related to project development and compile and resolve review comments from technical staff. Administer the Development Code, Engineering Standards, Context Sensitive Design Policy, Complete Streets Policy, and other regulations and requirements such as the city floodplain ordinances and Clean Water Services standards. 
• Conduct field investigations to identify and resolve issues. These may include monitoring traffic, inventorying sidewalk and roadway conditions, identifying utility conflicts and right of way needs, and meeting with property owners to address site specific project impacts.
• Develop, review and recommend standards, processes and requirements to meet goals for walking, biking and transit, for the Beaverton Downtown Loop project and the Downtown Quiet Zones project.
• Represent the Community Development Department on committees related to project management, technical standard development and land use reviews. Participate on committees on the implementation of the Complete Streets Policy, the Transportation System Plan, and the Downtown Equity Strategy.
• Serve as a member of the Division management team. Develop, review, approve and implement section work plans, services, policies, procedures and reports. Evaluate performance and project effectiveness and take action for improvement.

Minimum qualifications:

• Bachelor’s degree in engineering, landscape architecture, urban planning, architecture, or a related field, and 
• Eight years of related transportation planning and capital project experience, including
• Six years of transportation project management experience, involving directing or coordinating multidisciplinary teams of planning, landscape architecture, architecture, engineering, and/or urban design consultants; or
• An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.

Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
