COMPENSATION RANGE: 150,000.00 - 170,000.00 USD per year

Position Summary:
As the Chief Facilities Officer for UNC, this position is responsible for the strategic leadership and administrative oversight of all aspects of the Department of Facilities Management. This position directs capital planning, space management, construction, maintenance, operation and repair of all University facilities and grounds in order to provide an attractive, safe, well-maintained environment which supports the educational objectives of the University.
These activities are provided for over 90 structures encompassing approximately 2.9 million square feet of space and 250 acres of property.
Position is responsible for development of funding requests for capital construction, controlled maintenance and deferred maintenance needs and for planning, design, and construction of resulting projects in conformance with established University standards.
Job Duties:
Strategic and Operational Leadership

Provide strategic and operational leadership and administrative oversight for the Department of Facilities Management including: Planning and Construction, Skilled Trades (Carpentry, Painting, Locksmiths, Heating Ventilation and Conditioning, Plumbing, Building Automation and Electrical), Custodial staff, Landscape and Grounds staff, Utility Systems and Resource Conservation, Transportation Services, Business Operations, Environmental Health and Safety and outside service contractors. 
Organize and staff the Facilities Management department to maximize effectiveness. Develop and refine the organizational structure to effectively deliver services and meet changing needs on campus. Develop job requirements and evaluate performance of primary areas.
 
Identify and provide training for staff development. Develop and implement policies and procedures regarding use, care and operation of facilities. Ensure compliance with all applicable building, life safety, worker safety and environmental codes and requirements. 

Campus Planning

Provide strategic and operational leadership for comprehensive, long range, campus facility master planning consistent with University strategic plans. 
Develop internal and external funding requests for capital construction, controlled maintenance, deferred maintenance and small capital needs on campus. Lead the planning, design and implementation of resulting projects. Ensure that new facilities meet established University standards. Provide leadership for the space management function on campus.

Fiscal Planning and Management 

Formulate and manage annual operating budget including utilities. Develop policy and procedures to ensure effective use of resources and appropriate use of funds. 

Environmental Health and Safety
Provide strategic leadership for the Environmental Health and Safety functions on campus. Minimize risks to the University associated with environmental compliance, fire safety, occupational safety and emergency management on campus.
Sustainability
Provide leadership for sustainability efforts on campus.
Minimum Qualifications:

Minimum of eight (8) years senior-level facilities management experience, including supervisory responsibilities.
Five (5) years of experience in project management involving major institutional construction and renovation projects.

Bachelor’s degree or equivalent in Engineering, Construction Management, or related field.

Preferred Qualifications
· Project Management Professional (PMP) certification.
· Proven track-record successfully directing multi-campus facilities operations.
· Demonstrated ability to develop and implement strategic plans that align with organizational goals.
· Experience in effectively managing budgets and resources to achieve operational excellence.
· Strong leadership and communication skills, with the ability to engage and inspire teams across all levels of the organization.
· Commitment to promoting diversity, equity, and inclusion within the workplace.
· Familiarity with state-of-the-art facilities management technologies and best practices.
· Familiarity with State of Colorado’s Office of the State Architect’s administration of state funded planning, construction, energy conservation and real estate transactions.

This position is contingent on funding from the Colorado State Legislature, approval by the Board of Trustees, and subject to the policies and regulations of the University of Northern Colorado.
