This position is located in the Human Resource Information Systems Division (HRIS), Office of Human Resources (OHR), Office of the Chief Administrative Officer (OCAO). This position serves as the Associate Director of the HRIS Division. The incumbent serves as systems expert providing all major human resource technology systems related to payroll and personnel processing, time and attendance, and records management.
Specific duties and responsibilities include, but are not limited to, the following:
Exercises delegated authority to oversee the planning, analysis and timely execution of Human Resources programs and activities associated with HRIS.
Manages and oversees the full range of personnel and payroll processing, time and attendance, and records management processes for all sworn and civilian positions in the US Capitol Police (USCP).
Provides high-level oversight and day-to-day administration and operation of broad, emerging and critical HRIS programs (e.g., Work Brain, National Finance Center).
Manages and facilitates activities and initiatives to ensure the implementation of a seamless transition of USCP’s paper records into electronic Official Personnel Folders (eOPF) records.
Participates in strategic planning, deliberation and decisions concerning the administration of OHR Human Resources systems.

Due to the nature of police and emergency operations, the incumbent may be called upon to perform duties outside their realm of expertise.
You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period.
In order to qualify, you must meet the education and/or experience requirements described below.
Qualifying experience for this position includes one (1) year of specialized experience at least equivalent to the CP-12 (G-14) grade level that is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.
Specialized experience is defined as:
Experience managing and directing human resources functions and activities which includes providing program leadership, direction, guidance, oversight and advisory/consultation services related to payroll and HR information systems;
Serving as liaison between HR Specialists and technical staff on the development and implementation of enhancements to HR information systems;
Providing technical guidance to HR staff on daily operations and maintenance of information systems and methodology for implementing new or updated applications;
Experience using the National Finance Center's automated payroll/personnel system is desired, but not required.

The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
