Duties

This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of People Science (OPS), Human Resources (HR), Recruitment and Placement (R&P). The position is responsible for the integration, management, and supervision of internal/external recruitment, selection, and placement programs as well as for other personnel processes for a group of serviced organizations. Serves as a technical expert on recruitment and placement resolving difficult/unusual problems and providing technical advice to personnel specialists within the section as well as to specialists and managers in serviced organizations.
Major Duties Include:

  • Approving personnel actions (SF 50) for the Human Resources Officer.
  • Counseling subordinates, developing performance standards, and rating staff.
  • Ensuring the adherence to delegated examining and direct hire authorities; temporary recruitment; conducting college, student, and youth recruitment (includes CO-OP and oversee summer employment program); and managing special emphasis programs.
  • Knowledge in HR systems (HRSMART, USA STAFFING, PAID, DCPS, etc.) and providing oversight, direction, coordination and leadership in daily operations, projects, and initiatives.
  • Providing technical advice on internal placement and staffing matters through individual contacts and conferences. Such advice includes assessment and evaluation of staffing needs and methods, impact of mission changes, technical decisions on complex or unusual actions, and interpretation of OPM and higher headquarters directive.
  • Providing human resources services to organizations which are complex, subject to frequent reorganizations, and which typically include high level managerial jobs, development occupations, as well as other difficult to fill positions, requiring the employee to exercise a high degree of customer service skill with contacts.
  • Reviewing administrative and technical procedures to assure maximum efficiency, economy, and effectiveness of operations.
  • Ensuring reasonable equity among teams of performance standards and workload.
Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized 50% telework and selectee will be expected to report to the nearest VA/government facility the remaining 50%.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience applying recruitment and placement principles, practices, laws, and regulations; advising managers on routine recruitment and placement issues and providing advice and guidance; processing and serving as a quality reviewer of personnel actions, ensuring accuracy and completeness.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: preparing vacancy announcements in an automated recruitment system; making qualification and eligibility determinations, issuing certificates of eligibles; processing a variety of requests for personnel action (RPAs); providing custom recruitment strategies and consultative services; conducting job analyses; researching laws, regulations, and policies to analyze, evaluate, and recommending appropriate resolutions to recruitment and placement issues; managing and supervising internal/external recruitment, selection, and placement programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Only education or degrees recognized by the U.S. Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for Federal employment. Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
