Fire & Emergency Medical Svs is Hiring a Human Resources Specialist Near Washington, DC

This position is located in the District of Columbia Fire and Emergency Medical Services Department (DCFEMS), Human Resources Division.

Incumbent serves as a member of the HR team serving an agency of more than 2000 employees. Responsibilities include providing advice and guidance to employees pertaining to personnel requests and providing a full range of technical assistance and guidance to managers and supervisors regarding personnel procedures, regulations, and policies. Incumbent is required to maintain knowledge of current policies, procedures and best practices in order to provide effective service.

Duties and Responsibilities

Prepares position vacancy announcements, in collaboration with the manager, supervisor or other senior level staff, comparing the vacancy announcements with the position descriptions. Reviews vacancy announcements for quality and accuracy to advertise jobs. In conjunction with the hiring manager, assures that position vacancies are posted in the appropriate media, including newspapers, list serves, and websites. Interprets analyzes and applies qualification standards, position requirements, job analysis, and evaluation plans. Determines qualifications requirements for all levels of jobs, including nonsupervisory, supervisory, and managerial with non-specialized and specialized requirements in accordance with regulations, rules, and industry standards.Prepares and/or reviews Selection Certificates that list eligible job applicants, assuring adherence and compliance with the procedural requirements of the Department of Human Resources (DCHR), and conformance with the goals and objectives of the agency. Conducts personal reference check on applicants.

Serves as a liaison between management, subordinate employees and DCHR on personnel issues and directions. Relays manager’s instructions and requirements, coordinates work assignments and/or efforts to ensure timelines, thoroughness and compliance to deadlines or reporting requirements. Initiates and participates in special studies and projects dealing with personnel related issues in FEMS. Maintains working relations with DCHR staff for purpose of tracking and preparation of personnel requests. Develops a variety of personnel documents, assuring accuracy, timeliness and feasibility as necessary (i.e., position management, recruiting activities, position descriptions, performance appraisal, incentive awards and/or adverse action recommendations and personnel actions request); follows up as necessary and prepares appropriate reports to the Human Resources Officer.

Qualifications and Education

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Demonstrate skills using HRIS software and payroll modules specifically Peoplesoft highly preferred.

Working Condition/Environment

This work is sedentary. Work may require walking, and standing in conjunction with travel to meetings and conferences away from the worksite.

Position Designation: This position has been designated as Security Sensitive. Pursuant to Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests: Criminal background check, Traffic record check, and Consumer credit check (as applicable), Reasonable suspicion drug and alcohol test, and Post-accident or incident drug and alcohol test. As a condition of employment and will be subject to periodic criminal background checks for the duration of your tenure.
