Tempe Union High School District is Hiring a Director of Human Resources Near Tempe, AZ

Director of Human Resources

Department: Human Resources
Reports to: Assistant Superintendent for Human Resources
Supervises: Staff as need
FSLA Status: Exempt, 1.0 FTE (12 month position)

Position Summary:
Plans, implements and directs the District’s Human Resources services; serving as a resource and maintaining staffing to ensure that personnel functions conform to District, state and federal requirements.

Essential Functions:

  • Develops and implements human resources management strategic plans.
  • Aligns strategic plans with mission statement and strategic goals keeping student outcomes as a top priority.
  • Strives for continuous improvement by analyzing data, evaluating systems and timelines, and making necessary recommendations to enhance human resources procedures and strategies.
  • Facilitates the creation of District-wide and other collaborative committees and teams to accomplish the strategic goals set forth by the Superintendent and the Governing Board.
  • Interprets and administers the Employee Handbook, Policies and Regulations set by the Governing Board.
  • Chairs the Classified Tempe Employee Council (CTEC) a functioning council, recognized by the Governing Board and designed for classified staff to have a voice for improvements in working conditions.
  • Establishes and maintains partnerships with colleges, universities, businesses and municipalities.
  • Builds positive and productive relationships with various stakeholders.
  • Oversees the recruitment, selection, hiring, transferring, onboarding and orientation processes for all employees hired by the District.
  • Trains and advises supervisors and staff on various human resources policies, regulations, procedures and best practices.
  • Oversees and maintains personnel files, including accuracy and integrity of the current human resources database system (e.g. iVisions).
  • Assists in the oversite of the compensation program and prepares and approves compensation offers.
  • Oversees and provides guidance on staff discipline and performance evaluations procedures and practices.
  • Defines and measures the effectiveness of various human resources processes.
  • Researches and remains current with federal and state laws and human resources management strategies; adheres to and acts as a resources for state and federal employment laws.
  • Provides up-to-date turnover statistics to support recruitment strategies.
  • Coordinates with the Assistant Superintendent the annual certified staffing process.
  • Completes surveys, organizational tables, reports and statistical information.
  • Handles and processes all subpoenas, litigation cases, EEOC claims, etc. and provides information accurately and timely.
  • Follows the guidelines and retention schedules set down by the Arizona State Library with regards to Human Resources personnel files and committee records.
  • All other tasks as assigned.

Training and Experience:

  • Bachelor’s Degree in Human Resources Administration or similar program of study.
  • Five to ten years of progressive leadership experience in Human Resources positions
  • Master’s Degree in Human Resources Administration or equivalent experience preferred.
  • Specialized training in employment law, compensation, organizational planning and development, employee relations, safety, training and preventative labor relations preferred.
  • Human Resources experience in a school district preferred.
  • Negotiation skills a plus.

Knowledge Of:

  • Engaging in and fostering positive and productive relationships with various stakeholders.
  • Making decisions based on analyzing various human resource management data and other metrics.
  • Facilitating groups of individuals in committee, negotiations and other collaborative teams.
  • Interpreting and administering federal and state laws and district policies and regulations.
  • Employment compensation and benefit programs and best practices.
  • Understanding current employee recruitment and retention strategies.
  • Researching and identifying new human resource management concepts and practices.
  • Forecasting trends.
  • Applying project management techniques.
  • Evaluating programs and processes and seeking continuous improvement.
  • Planning and implementing short- and long-range goals.

Skill In:

  • Interpersonal relationships, communication, organization, leadership, decision making and problem solving.
  • Various Human Resources Information Systems (e.g. iVisions) and the ability to maximize the efficient use of those systems.
  • Effective verbal and written communication skills.
  • Microsoft Windows environment including Word, Excel, PowerPoint, database management and record keeping.
  • High level of skill in customer service.
