Ramsey County, MN is Hiring a Remote Deputy Director of Human Resources - Enterprise

Basic Function

Ramsey County Human Resources department is recruiting a Deputy Director of Human Resources to lead, supervise and manage the HR functions in the Human Resource Enterprise division. This position will serve as a senior member of the HR leadership team, reporting to the Chief Human Resources Officer (CHRO).
The Deputy Director of Human Resources - Enterprise division is responsible for strategic leadership and operations of:

  • Benefits
  • Compensation
  • HRIS/Human Capital Management
  • Labor Relations/Employee Relations
  • Occupational Health & Safety
  • Worker's Compensation
This key leadership position will provide strategic direction to the assigned business units and partner with Service Teams to ensure that HR supports them in meeting their business objectives, and organizational effectiveness needs. The Deputy Director of the Enterprise team will cultivate relationships with strategic partners including the Deputy HR Director of the Talent team, to attract, retain and develop a diverse workforce. Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed

  • Create, promote, and lead methods to assess and sustain competencies and behaviors that promote diversity, inclusion, cultural awareness, racial equity, and a respectful countywide workplace.
  • Assist the CHRO in developing human resources strategic plans to support the vision, mission, goals, and values of the county.
  • Plan, develop and implement the strategy and vision for all HR services and functions.
  • Provide HR advice and consultation to county management.
  • Ensure efficient and equitable execution of the county's HR strategy for all areas.
  • Directly or indirectly lead, supervise, and coach staff including setting goals and priorities, facilitating employees' professional development, and reviewing individual and team performance.
  • Ensure Ramsey County service teams receive appropriate HR support and guidance for the accomplishment of their various business objectives.
  • Lead and is responsible for the alignment of relationships and activities between the Human Resources department and the county service teams with which they work.
  • Ensure compliance with federal, state and local laws, Ramsey County Personnel Act and Rules and County Board policies.
  • Ensure all staffing functions for the county are executed effectively and efficiently.
  • Ensure the appropriate training, education and/or development of all county staff.
  • Effectively work with county service team leadership, utilizing HR resources to ensure service teams are working effectively and efficiently.
  • Assist service teams in accessing human resources in a timely manner throughout the employee life cycle.
  • During the absence of the CHRO, may assume the duties and responsibilities of the CHRO, managing and providing general oversight of the HR organization.

Minimum Qualifications

Education: Bachelor's degree in human resources, industrial relations, public administration or a closely related area;
Experience: Seven years of professional human resources experience with increasing levels of responsibilities; including at least four years of leadership and supervisory experience.
Substitution: A Master's degree in a closely related area may substitute for two years of professional human resources experience. A Juris Doctorate may substitute for three years of professional human resources experience.
Certifications/Licensure: None.

Exam/Screening Process Information

This is a classified, managerial position that is exempt from the examination and certification requirements. Classified positions, so designated, shall be filled by means of an open application and screening process as stated in section 383A.288 Subd. 6 and the provisions of section 383A.289 of the Personnel Act.
Veteran's Preference: This is a classified, managerial position that is exempt from the examination and certification requirements, holding a confidential relation to the department head or elected official. This position meets the requirements for an open screening and selection process. There is no exam for this position. Applicants who meet the minimum qualifications will be forwarded to the department for consideration.
Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from appointment, or removed from employment.
E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
