Job Summary

This position is part of a dynamic Human Resources team that provides human resources support to DEED. The Human Resources Assistant Director manages and directs the work of key HR functions to ensure employee relations, job classification, and transactions services are best in class. This highly responsible position assists the HR Director 4 in development and implementation of policies, procedures, staffing strategies, performance management, job evaluation, and compensation activities. The incumbent will support and champion diversity, equity and inclusion in all we do, and support key efficiency projects designed to ensure DEED HR utilizes best practices in our work. The incumbent acts in the absence of the HR Director 4 and participates on agency or statewide committees as needed.

Key responsibilities include:

  • Be deliberate in fostering positive interpersonal relationships with coworkers, managers, and visitors so all are treated in a respectful, professional, and humane manner.
  • Direct and supervises the work and performance of human resources staff and facilitate an inclusive, collaborative, and results-oriented culture with a focus on continuous improvement.
  • Serve as key member of the HR leadership team working together on strategic planning, project management, budget allocation and management of issues facing DEED and its human resources.
  • Manage agency customer relationships in a proactive and professional manner to ensure customers and HR staff feel valued and supported.
  • Develop and manage a high functioning HR Business Partner team providing essential consultation in performance management, organization development, classification, and management of complex HR issues and projects.
  • Guide compliance, data integrity and customer service in support functions within the transactions and leave unit.
  • Ensure compliance with delegated authority, relevant state and federal laws, Personnel Rules, Administrative Procedures, MN statutes, collective bargaining agreements and compensation plans, agency Affirmative Action plan, agency HR strategies and procedures, and other relevant laws, policies, procedures, and guidelines.

Qualifications

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Four (4) years* experience managing or supervising Human Resources functions and professional staff in a complex organization sufficient to direct and motivate staff, provide leadership to committees, and manage projects for a medium to large sized employer. This experience must include at least four (4) of the following areas:

  • Designing and implementing employee engagement experiences that enhance a culture of respect, appreciation, and professional growth to increase job satisfaction and retention.
  • Employment and labor laws (ADA, EEO/AA, FLSA, FMLA) including complex contract interpretations, grievance administration, collective bargaining.
  • Recruitment and selection.
  • Classification and job evaluation.
  • Compensation, benefits, performance management.
  • Employee development and training.
  • Workforce planning and employee health and safety.
  • Demonstrated l participation in diversity, equity, accessibility, and inclusion programs and initiatives.
  • Bachelor’s degree in Human Resources, Organizational/Industrial Psychology, Business Administration, and Organization Development/Organizational Behavior, or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience

Applicants that meet the above minimum qualification will be further evaluated on the following:

Ability to build relationships with leadership teams to promote durable partnerships with shared visions.

Experience leading and directing daily operations of HR staff.

Experience developing HR policies, processes, and metrics.

Preferred Qualifications

Experience directly managing Human Resources staff at the State of Minnesota or a government/public sector entity.

Bachelor’s degree or master’s degree in a related field; examples include Human Resources, Organizational/Industrial Psychology, Business Administration, and Organization Development/Organizational Behavior, or other closely related field as determined by agency.

Professional HR certification (e.g., PHR, SPHR, IMPA).

State of Minnesota Human Resource experience or other government experience in administration of State of Minnesota personnel laws, rules, administrative procedures, collective bargaining agreement/plan provisions, and the ability to interpret and apply them appropriately in vacancy filing and classification situations.

Thorough knowledge of State of Minnesota Personnel Rules, Administrative Procedures, statutes, collective bargaining agreements, compensation plans, and Affirmative Action plans.

Developing initiatives and using a variety of methodologies to lead change management and build an organizational culture of collaborative innovation.
