Human Resources Generalist
To apply professional expertise in Human Resources in order to provide personnel administration and employee relations, compliance with Head Start Performance standards, Federal and State law, and labor contract agreements. Provides management/staff consultation, training and administration in area of expertise, hiring, recruitment, staff/volunteer records and policy/procedure administration.
Key Responsibilities:
Personnel Policy/Procedure and Employee Relations Administration:
Research, interpret, revise, and assist with creating policies involving personnel related issues. Remain updated on latest legal, labor contract and Head Start Performance Standard updates regarding Human Resources policies and procedures in order to remain within legal compliance.
Support HS Leadership with staff grievances and complaints, following contract agreement and other legally mandated guidelines.
Responsible for the monthly monitoring & follow up of staff requirements in adherence with DOHMH Article 47 Requirements and Head Start Performance Standards in relation to Personnel Policies.
Ensure new employees are appropriately onboarded and oriented
Maintain update Personnel File for all Head Start Staff in collaboration with Center Bookkeepers with confidentiality
Maintain Human Resources information in Childplus System
Maintain employee information in the HRIS
Participate in agency’s annual Program Information Report (PIR).
Participate in required Head Start Trainings as per HSPS.
Complete annual Census for Principal Life Insurance Company
Preparation and maintenance of records of Head Start Management Employees Welfare Funds
Reconciliation of Employee Medical Deduction
Prepare Medical Voucher as well as Monthly Excel report of Employees contribution of Medical Deduction
Preparation and recording of journal entries of vacation accrual
Support and ensure employee performance reviews are completed in a timely manner
Stay updated on Federal, State and local legal requirements and advise management on needed actions and updates
Payroll and Compensation:
Collaborate with Fiscal and Head Start Leadership to calculate, prepare and disburse COLA Increases
Coordinate with Fiscal and Head Start Leadership to manage DOE Enhancement Grant for Certified Teachers.
Miscellaneous Responsibilities:
Participate in staff meetings, conferences, training sessions and workshops as assigned.
Perform other duties as requested.
Requirements:
Minimum of a Bachelor's Degree in Business Management, Human Resources or related degree.
Experience working in Head Start (Mandatory)
Minimum of five years Human Resources work experience, including supervision of support staff (preferably in a non-profit and/or union environment, including labor relations and negotiations experience).
Strong knowledge of Federal and State Labor Laws.
Excellent organization and multi-tasking skills.
Excellent verbal and written communication skills.
Ability to make decisions based on sound judgment.
Ability to work in a team and independently in an effective and efficient manner.
Highly professional and able to maintain tact and confidentiality at all times.
Advanced computer skills including HR databases, spreadsheets, internet and e-mail.
Strong presentation and training skills.
Salary: $70,000-$80,000 Annually
