Mecklenburg County is Hiring a Payroll Manager (FT) Near Charlotte, NC

This is an exempt position. Pay rates are based on education, skill, experience level and internal equity.
POSITION SUMMARY
Manage the County's payroll function which includes timekeeping, budgets, expenditures, and monitoring. Focused on collaboration, the Payroll Manager will work with the HR team in conjunction with other departments and business stakeholders on special projects. This managerial position is responsible for staff and ensuring that all pay and deduction codes are accurately reported and managed.
ESSENTIAL FUNCTIONS
  • Manage payroll functions and processes.
  • Oversee all payroll functions ensuring that all timekeeping entries and deductions are posted and properly reported.
  • Prepare and submit reporting documentation to ensure timely outside payments and required agency reports such as social security and internal revenue
  •  Coordinate with internal departments for requested training and support and external reporting agencies to assess needs and requirements for required reporting.
  • Perform payroll system monitoring and evaluation and recommends and installs new procedures, methods and systems.
  • Create and compile complex reports involving payroll, benefits and garnishments and/or communicating information to employees, departments and County leadership.
  • Oversee all payroll communications within MyHR.
  • Prepare, update and maintain spreadsheets, databases, financial system information, and reports.
  • Collect, compile and review data and documents; identifies data issues and recommends resolutions.
  • Analyze and present data in support of special projects; compile data and assist with budget preparation and projections.
MINIMUM QUALIFICATIONS
  • Experience: Minimum of six year of payroll administration; including one year of supervisory experience or completion of an approved supervisory training program.
  • Education: Bachelor's degree in Accounting, Business Administration or a related field
  • Combination of relevant education and relevant experience accepted: Yes
Licenses and Certifications
  • May require a valid North Carolina or South Carolina Driver's License
PREFERRED QUALIFICATIONS
• Certified Payroll Professional (CPP)
• Experience with Peoplesoft payroll
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of
  • Budgetary principles.

  • Arithmetic, algebra, geometry, calculus, statistics, and their applications.

  • Proficiency in financial analysis.
  •  Interpretation of financial documents.
  • Qualitative and quantitative analysis.
  • Working with balance sheets and financial statements, journal entries, knowledge of account classifications, understand chart of accounts.
  • Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
  • Understanding written sentences and paragraphs in work related documents.
  • Talking to others to convey information effectively.
  • Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Using mathematics to solve problems.

  • Leadership: Provides guidance and leadership to payroll staff regarding job duties, training and development.
COMPUTER SKILLS
  •  Intermediate in various computer applications including Microsoft Office Suite.
  • Advanced in Microsoft Excel.
