Lawrence Berkeley National Laboratory is Hiring a Project Manager Near Berkeley, CA

Lawrence Berkeley National Lab's (LBNL) Advanced Light Source (ALS) Division is seeking a highly experienced Project Manager to join their team. As the ALS Project Delivery Lead, you will be responsible for establishing a project management office, leading the division's major projects, and guiding the portfolio of smaller projects. This position involves projects focused on world class experimental systems for science, including photon delivery beamlines, experimental endstations, and smaller efforts to maintain and renew portions of the electron based accelerator.

The Advanced Light Source is a U.S. Department of Energy (DOE) Office of Science national scientific user facility whose excellent scientific reputation, expert staff, and capabilities in the soft x-ray, hard x-ray, and infrared regimes attract nearly 1,700 academic and industrial users each year in disciplines spanning physical, chemical, materials, biological, energy, and Earth sciences. It is one of five Berkeley Lab user facilities that serve a combined 11,000 users annually. The ALS has been a global leader in soft x-ray science for 30 years and is currently undergoing a large-scale upgrade (ALS-U) that will endow the facility with state-of-the-art capabilities. What You Will Do:

  • Develop organizational and project management policies and procedures and oversee their implementation on all new capital projects being initiated.

  • Ensure that safety management is an integral part of all projects.

  • Utilize a graded approach to project management practices, maximizing project efficiency as well as cost and schedule performance.

  • Act as a project lead for any DOE Major Item of Equipment (MIE) investments or other very large scale projects by driving the planning and development of the project scope, budget and overall project schedule and then executing the project within established scope and baseline performance.

  • Act as liaison/spokesperson and represent the ALS and the Laboratory to DOE, external agencies, industrial contacts, national laboratories and other organizations.

  • Act as a resource and provide advice and counsel regarding current DOE, national laboratory, University of California (UC), federal and state policies and procedures impacting management of ALS projects.

  • Play a lead role in our effort to implement a project management and process reengineering culture within the ALS division, to drive effective project delivery across the capital portfolio.

  • Lead project teams in preparation for and participation in DOE, UC and other reviews.

  • Serve on LBNL institutional committees and panels as well as external reviews that contribute to or benefit the ALS.

  • Ensure timely reporting to DOE Office of Basic Energy Science, and respond to requests and inquiries, as requested and/or required.

  • Maintain portfolio level views and reports for briefings of ALS Senior Management, resource allocation and prioritization.

What is Required:

  • Bachelor's/advanced degree in a related field or equivalent experience; with substantial experience (preferably 15 years) in overall management of very large and highly complex projects and/or projects with very high-performance risk.

  • Demonstrated success in technical management of large scale technology-driven projects, including successful delivery of project scope on schedule and within budget.

  • Demonstrated capability to lead technical/scientific personnel in a project environment to develop and maintain schedules including ensuring work-flow on schedule, solving technical issues in a timely manner, and managing procurements to meet project requirements.

  • Demonstrated capability to work with scientists/stakeholders to assure that a project's design and construction achieves the required scientific goals.

  • Demonstrated, hands-on experience in a leadership role on a project using an Earned Value Management System (EVMS).

Desired Qualifications:

  • Experience with particle accelerators, or similar large-scale systems used in scientific research.

  • Experience with DOE Order 413.3b or comparable project management requirements.

  • Experience managing within a Federal contractor, government owned/contractor operated (GOCO) organization, and/or a union environment.

  • Advanced degree in Physics, Engineering, or related field

  • Demonstrated knowledge and ability to successfully manage large technology-driven projects and knowledge of the tools and processes of project management.

  • Demonstrated strong written and oral communication skills either in authoring technical and scientific publications or project related documentation.

  • Ability to perform in a team atmosphere involving multidisciplinary personnel, as well as experience in advanced problem-solving and decision-making skills necessary to facilitate timely decisions.

  • Experience estimating project costs and resource requirements, generating project schedules, and tracking progress to meet deadlines.

  • Project management professional or similar certification (e.g., PMP, IPMA Level C)

Notes:

  • This is a full-time, career appointment, exempt (monthly paid) from overtime pay.

  • This position is expected to pay $16,016.00 - $20,017.00/month, which fits within the full salary range of $16,016.00 - $27,026.00/month for the Program Manager 4 job classification. Salary for this position will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, and certifications, plus also aligned with the internal peer group. It is not typical for an individual to be offered a salary at or near the top of the range for a position.

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs, but please expect to spend 3 days a week on site. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
