Departmental Overview
The California Social Welfare Education Center (CalSWEC) is a training and evaluation unit of the University of California at Berkeley's School of Social Welfare. As the nation's largest statewide consortium of social work educators and practitioners, CalSWEC facilitates and supports statewide partnerships for the education and training of social workers to ensure culturally responsive, effective, and high-quality health and social service delivery to the people of California. CalSWEC's work includes pre-service social work education, training, and student support projects, professional in-service training projects, and workforce development-related program evaluation and applied research projects in the arenas of child welfare, behavioral health, and services for aging and vulnerable adults.
The CalSWEC Title IV-E Program operates at 20 schools of social work and provides specialized professional education and monetary support to undergraduate and graduate students who intend to pursue or continue a career in the field of public child welfare.
The goals of the CalSWEC Title IV-E Program are:
To increase the number of public child welfare (PCW) workers in California with BASW and MSW degrees. To prioritize the enrollment of current state/county/Tribal social services staff. To prioritize the enrollment of students who reflect the diversity of California's child welfare population. To provide specific program support through the provision of monetary support to students. To provide specific program support through a specialized competency-based child welfare curriculum.
The CalSWEC Title IV-E Project Manager leads a range of projects involving data analysis, continuous quality improvement, meeting and conference planning, and curriculum development and resource sharing activities to support the statewide implementation of the CalSWEC Title IV-E Program.

Responsibilities
Performs data analysis to support program evaluation and continuous quality improvement efforts. Conducts and analyzes needs assessments to inform program development and implementation. Develops and implements program improvements based on evaluation findings. Prepares and presents program documents, including program reports, directives, policy briefs, memos, program guides, contracts, requests for proposals and sponsorship, curriculum, evaluation and continuous quality improvement, etc. Regularly reviews and updates program policy and implementation processes and documents. Collaborates with a variety of internal and external contacts, including university and public child welfare agency partners, to coordinate and implement statewide social work education and child welfare workforce development efforts. Provides technical guidance to participating schools on program implementation, evaluation, and continuous quality improvement efforts. Coordinates and facilitates a variety of meetings and events with key internal and external stakeholders, including the CalSWEC Title IV-E Summit, CalSWEC's largest annual event. Researches, monitors, and analyzes local, state, and federal public child welfare policy, social work education, child welfare and social work workforce development trends, organizational development, and other related topics. Participates on policy and planning committees and working groups. Provides strategy development and recommends and implements program improvements and updates accordingly. Other duties as assigned.
Required Qualifications
Strong time management skills and demonstrated ability to meet deadlines and respond to requests in a timely manner. Exceptional group facilitation and meeting management skills. Strong and effective communication and interpersonal skills, both verbally and in writing. Ability to plan, design, and manage complex projects with in-person and remote teams. Demonstrated initiative and follow-through. Demonstrated experience respectfully, collaboratively, and effectively working with people from diverse backgrounds. Demonstrated experience convening themes and activities related to social work, cultural responsiveness, justice, equity, systemic racism, historical trauma. Strong organizational skills and detail orientation. Ability to assume leadership of assigned projects and tasks and function autonomously. Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals/analyses. Comfort with learning new skills, including new technologies. Thorough knowledge and skills with relevant software applications, including, but not limited to: word processing, data analysis, presentation, relational databases, survey management, content development, event management, email marketing. Ability to travel statewide. Bachelor's degree in social work, public policy or related area and/or equivalent experience/training.
Preferred Qualifications
Master's degree in social work, public policy, or related area and/or equivalent experience/training.
Salary & Benefits
This is a 1 yr, full-time (40 hours/week), contract appointment, eligible for full UC benefits with the possibility of extension. This is a monthly paid, exempt position.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $85,000.00 - $93,000.00.
