Innovative Care Management (ICM) is seeking an experienced Human Resources Manager to join our growing and dynamic team in a primarily telecommuting organization. The right candidate will have broad experience in Human Resources and be the primary point of contact for human resources issues at our organization of 100 employees. The ability to work both remotely and in the office, while openly communicating and collaborating with all levels of the organization, are key requirements. A successful candidate will possess strong computer skills and general comfort navigating various digital platforms to ensure success during remote training with limited in person interactions with team members. ICM has been providing telecommuting opportunities for over 25 years and is committed to maintaining a strong telecommuting model even when the current public health crisis is resolved.

Position Summary:

As the HR Manager for Innovative Care Management (ICM), you will lead the human resources function with a focus on driving organizational growth, fostering a positive work culture, and ensuring compliance with employment laws and regulations. You will play a key role in talent acquisition and retention, employee relations, performance management, training and development, compensation and benefits administration, HR compliance, and HR administration. This position primarily operates in a remote work environment, with occasional in-person office time expected, approximately 1-2 days per month. Candidates must reside within the Portland, OR metropolitan area.

Specific Position Requirements & Responsibilities:

  • Collaborate with senior leadership to develop and implement HR strategies aligned with ICM's goals and objectives.
  • Identify opportunities for organizational improvement and develop plans to enhance HR processes in a remote work environment.
  • Drive the integration of technology to streamline HR administrative tasks and improve overall efficiency.
  • Ensures all human resources records and duties are maintained and performed in compliance with state and federal laws.
  • Collaborates with the management team to write, revise, and maintain job descriptions.
  • Manages the recruitment process, including advertising open positions and attracting qualified candidates.
  • Facilitates and actively engages in the interview process.
  • Drafts job offers, orchestrates drug screenings, conducts background and reference checks, and verifies certification and licensure credentials.
  • Maintains seamless communication regarding the status of open positions.
  • Creates and maintains employee files ensuring correct paperwork is complete.
  • Manages onboarding by scheduling the onboarding meeting, providing new employee initial orientation, manages paperwork, and supports the new hire to complete the process correctly.
  • Ensures all HR-related company training occurs in a timely manner.
  • Reviews the Employee Handbook with new employees ensuring clear understanding of policies and procedures.
  • Communicates and provides all benefit documentation and training ensuring employees are enrolled on time and accurately.
  • Develops, reviews, and refines HR policies and procedures to ensure compliance with relevant regulatory standards.
  • Offers support to the payroll coordinator during their absence.
  • Oversees updates to employee benefits, encompassing compensation adjustments, job title modifications, and other pertinent changes.
  • Manages and organizes employee leave usage and accruals, including FMLA/OFLA administration.
  • Provides HR support to managers, ensuring appropriate actions are taken with employees regarding personnel and performance issues.
  • Maintains a positive and supportive rapport with both management and staff while upholding strict confidentiality of employee information.
  • Serve as a trusted advisor to employees and managers, providing guidance on HR-related matters while embodying a can-do attitude in addressing challenges.
  • Performs other duties deemed necessary to the daily operation of the company.

Work Experience, Qualifications, Additional Skill and Abilities, and Professional Competencies:

  • 4 years of human resources management.
  • Ability to plan, organize and present training activities to diverse employee groups.
  • Ability to effectively communicate, both in verbal and written form.
  • Exhibits strong technical proficiency in utilizing HR management platforms/software to enhance administrative efficiency and streamline processes.
  • Ability to use a computer and quickly learn and master different software platforms as needed to perform assigned tasks and responsibilities.
  • Self-motivated with the ability to take initiative and work effectively in both an independent and collaborative business environment.
  • Excellent relationship management skills, including a high degree of psychological sophistication and non-aggressive assertiveness.
  • Demonstrated ability to problem solve multifaceted and/or emotionally complex situations.
  • Ability to engage in abstract thought.
  • Ability to successfully navigate conflict and reach mutually beneficial solutions.
  • Strong organizational, task prioritization, and delegation skills.

Education, Licensure, and Certification Requirements:

  • Bachelor's degree in in human resources or a related field and four years of human resource experience; or any combination of education, training and experience that demonstrates the ability to perform the duties of the position.
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.

Work and Physical Conditions:

  • Ability to sit or stand for 6-8 hours per day.
  • Ability to wear a headset, dial, answer, and talk on a telephone for 6-8 hours per day.
  • Ability to sit or stand in front of a computer screen and type on a keyboard 6-8 hours per day.
  • Ability to lift and transport computer, headset, and files between office and home; less than 20 pounds as needed.

Job Type: Full-time

Pay: $70,000.00 - $95,000.00 per year
