Housing Authority Baltimore City is Hiring a ROSS Service Coordinator Near Baltimore, MD

Position Summary

Under general supervision, an employee in this class is responsible for the coordination, monitoring, and successful implementation of program services under the Housing Authority of Baltimore City Office of Resident Services. Duties include coordinating services, marketing the services to public housing residents, and the community, and identifying and selecting eligible residents for specialized support services. Assesses participating residents’ skills and need for supportive services. Establishes maintains relationships and works with participating community partners. Performance of the duties includes providing direct services and indirect support services to residents, including training and technical assistance. Performance of duties requires thorough knowledge of human service programs, experience working with disadvantaged populations and experience providing supportive services to low-income families.

Major Duties

  • Works directly with local partners to develop a strategic plan to implement support services under the Housing Authority of Baltimore City Office of Resident Services.
  • Performs extensive outreach and marketing to potential participants, residents, staff, and community partners.
  • Identifies, recruits, screens, engages, and retains eligible program applicants for specialized support services.
  • Assesses participating residents’ skills, job readiness, and need for supportive services. Refers residents to internal and external partners as needed.
  • Coordinates, and provides support activities based on residents’ needs and individual service plans.
  • Coordinates and implements program activities. Oversees the educational, counseling, employment, and other activities that are part of the support service deliverables.
  • Establishes and maintains contacts and relationships with community partners to ensure proper service coordination.
  • Works closely with appropriate administrative staff to ensure that the services meet outlined goals and objectives.
  • Serves as liaison with community partners.
  • Utilizes sound administrative practices and excellent judgment. Effectively interacts with co-workers and the general public.
  • Maintains accurate and up-to-date data and files on services and activities. Provides statistical reports to the Service Coordinator Supervisor and/or his/her designee on the status and progress of the program showing achievements. Submits required progress reports and updates of accomplishments to date and results.
  • Completes performance reports to the appropriate parties showing achievements against the outputs and outcomes proposed in the various documents. Completes final reports that include financial statistical and narrative evaluating overall results when required.
  • Knowledge of the general operations and procedures of a large Public Housing Agency (PHA) and the general operations of resident services within a large PHA.
  • Knowledge of the purposes, policies and regulations of the HABC as established by the Board of Commissioners and as set forth by U.S Department of Housing and Urban Development (HUD) regulations.
  • Knowledge of technical aspects of information systems, including database management.
  • Knowledge of current resources available to provide supportive services to disadvantaged populations in Baltimore City.
  • Knowledge of report preparation techniques and procedures and a demonstrated ability to prepare and evaluate professional and technical reports, program reports and other documents.
  • Knowledge of modern office equipment including copiers, personal computers, calculators, facsimile machines, etc. Knowledge of computer programs such as Microsoft Word, Microsoft Excel, Microsoft Access, etc. Proficient in word processing.
  • Ability to develop and implement effective administration and operational procedures, goals and objectives.
  • Ability to understand, act on and interpret policies and procedures as set forth by HABC and other funding streams.
  • Ability to prepare, present, and communicate ideas in a clear, concise, and effective manner, both orally and in writing.
  • Ability to compile and analyze statistical data and to present the data in an effective report format.
  • Demonstrated ability to establish and maintain effective working relationships with co-workers, consultants, residents, the general public, social service agencies, funding agencies, HUD personnel and local, state and Federal officials.
  • Ability to make sound judgments and decisions.
  • Demonstrated excellent interpersonal skills with the ability to coordinate employees and program activities.
  • Ability to communicate with people from a broad range of socio-economic and cultural backgrounds.
  • Performs other related duties as required

Minimum Education, Training and/or Experience

Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration, Sociology, Psychology, Social Work or a related field. At least three (3) years of responsible experience of progressively responsible social welfare work, counseling, and/or experience working with low-income, disadvantaged, or underserved populations. Any equivalent combination of education, training and experience, which provides the required knowledge and abilities, may be considered sufficient.

Special Requirements

  • Possession of a valid Maryland driver's license. 
  • Must be able to be covered under the Authority's fidelity bond. 
  • Must be able to be covered under the Authority's vehicle insurance policy.

Other Requirements

  • You must successfully pass a prescreening investigation, including employment and education verification, drug screening, and a physical examination.
  • Probationary Period: This is a full-time permanent position. Upon employment, you will be required to serve a 6-month probationary period.
  • All new employees are required to receive at least one COVID-19 vaccination shot in a two-shot series or be fully vaccinated prior to the date of hire.
