Position Summary

The primary purpose of this position is to serve as a highly organized and self-motivated individual with strong communication skills as the Rent Court Coordinator. The person in this position will work under general supervision of the Deputy General Counsel of the Housing Authority of Baltimore City in its Office of Legal Affairs. The Rent Court Coordinator will provide administrative support to HABC by coordinating the monthly high-volume rent court filing process that involves multiple pre-filing and post-filing procedures performed by various HABC departments and HABC’s rent court document preparation and filing vendor (the “Vendor”).

All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.

Major Duties

  • Participates in training and becomes proficient with the Vendor’s delinquency management software for rent court document preparation and filing, and training of HABC staff involved in the rent court filing process.
  • Maintains an accurate schedule of the steps in the rent court process and notifies HABC’s property managers and Vendor when to take the steps.
  • Reviews and ensures that the Vendor has received accurate rent delinquency information and all other information required to be included in a failure to pay rent court action.
  • Communicates with the appropriate staff of HABC and/or the Vendor to resolve inconsistencies or other issues, before the documents are submitted to the court.
  • Provides administrative support to HABC’s attorneys who represent HABC at rent trials, which may include accompanying the attorneys to court and keeping a record of case outcomes.
  • Sends reminders to HABC staff to ensure that compliance matters required for rent court filings are completed in a timely manner.
  • Ensures that the Vendor has correct case outcomes in its system in preparation for the next steps in the rent court filing process.
  • Communicates with property managers to receive outcome of the rent court cases and keeps a record whether: (1) evictions were scheduled; (2) evictions were cancelled and the reason why; and (3) physical evictions were conducted.
  • Maintains and updates databases of information needed for rent court filing and reporting.
  • Provides reports on the rent court filings to supervisor and HABC senior staff.
  • Makes presentations to HABC senior staff on rent collection data.
  • Communicates with the District Court Clerk’s Office as may be necessary.
  • Prioritizes and manages multiple projects concurrently and follows through with issues in a timely manner.
  • Serves as contract manager for HABC's contract with the Vendor.
  • Performs other duties as assigned.

Minimum Education, Training and/or Experience

Bachelor’s Degree in Business, Legal Studies or related field(s) and a minimum of 3 years of experience in residential property management, rent delinquency management and private or public housing landlord-tenant matters. Knowledge of the Maryland rent court process is preferred. Paralegal and/or a property management certification a plus but not required. An equivalent combination of education, training, and experience may be considered.

Special Requirements

  • Possession of a valid Maryland driver's license. 
  • Must be able to be covered under the Authority's fidelity bond. 
  • Must be able to be covered under the Authority's vehicle insurance policy.

Other Requirements

  • You must successfully pass a prescreening investigation, including employment and education verification, drug screening, and a physical examination.
  • Probationary Period: This is a full-time permanent position. Upon employment, you will be required to serve a 6-month probationary period.
  • All new employees are required to receive at least one COVID-19 vaccination shot in a two-shot series or be fully vaccinated prior to the date of hire.
