Housing Authority Baltimore City is Hiring a HCVP Service Coordinator Near Baltimore, MD

Position Summary

Under direct supervision, provides service coordination, case management and crisis intervention services for Housing Choice Voucher Program participants. Duties include making home visits; working closely with the HCVP Inspections Unit to assess participant Housing Quality Standards-(HQS) violati01l5 or health issues, identifying individual/family problems, making service referrals; performing case management services; and providing crisis intervention. Performance of the duties requires knowledge of social, medical and mental health problems related to Housing Choice Voucher Program participants. In addition, knowledge of the basic principles and theories of service coordination, case management and crisis intervention are also required.

All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.


Major Duties

  • Provides service coordination, case management and crisis intervention services for Housing Choice Voucher Program participants.
  • Works closely with HCVP staff to identify and assess program participant need for supportive services including but not limited to; eviction prevention, utility resource assistance, employment and educational opportunities, HQS violations and poor housekeeping, mentoring programs, landlord tenant mediation, substance abuse and long term care facility placement, community conflict.
  • Works closely with HCVP management staff to assess HCVP participants for social, medical and mental health-related problems. Coordinates critical services, resources and/or referrals needed prior to or at the onset of the eviction/participant termination process.
  • Provides crisis intervention services for HCVP participants. Refers participants to internal and external partners needed. Links participants to the supportive services needed to achieve economic independence and self-sufficiency.
  • Works with HCVP program participants to identify social support service needs; communicates with participants; and links participants to social services, self-sufficiency, and empowerment programs.
  • Establishes and maintains contacts and relationships with community partners to ensure proper service coordination.
  • May attend and participate in Resident Advisory Board (RAB), community, and community-based meetings to establish and maintain good relationships and foster cooperation and support.
  • Serves as liaison between the HCVP, ORS and community resource partners.
  • Works collaboratively to develop and maintain resources for program participants.
  • Ability to perform work with minimal supervision.
  • Expand Social & Supportive Service opportunities; FSS participation.
  • Ability to work as part of a team environment or independently.
  • Maintains accurate and up -to -date documentation of HCVP participant services being offered and provided via computerized data entry.
  • Prepares and submits daily and monthly activity reports.
  • Performs other related duties as assigned/required.


Minimum Education, Training and/or Experience

Graduation from an accredited college or university with Bachelor's degree in Public or Business Administration, Sociology, Psychology, Social Work, Education, Social Services, or a related human services field. At least three (3) years of responsible experience of progressively responsible social welfare work, counseling, and/or experience working with low-income, disadvantaged, or underserved populations. Any equivalent combination of education, training and experience which provides the required knowledge and abilities may be considered sufficient.


Special Requirements

  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's fidelity bond.
  • Must be able to be covered under the Authority's vehicle insurance policy.


Other Requirements

  • You must successfully pass a prescreening investigation, including employment and education verification.
  • Probationary Period: This is a full-time permanent position. Upon employment, you will be required to serve a 6-month probationary period.
  • All new employees are required to receive at least one COVID-19 vaccination shot in a two-shot series or be fully vaccinated prior to the date of hire.
