Description
Scope:

The HR Manager will support the mission and strategic direction by delivering high- quality support, advice and the sustainability of a reliable and competent workforce. The HR Manager will provide guidance on employment law, policies and practices, recruitment, workforce planning, training, performance & talent management, change management and engagement initiatives. HR Manager will partner with leaders and have a relentless focus on talent development and driving business results. Ensuring an understanding of business priorities and enacting strategies to achieve them.



Essential Functions
  • Provide support and advice to supervisors, drive the people management processes within departments and share knowledge on employment law and agency policies.
  • Responds to staff inquiries regarding HR issues, and ensures uniform and equitable application of policies and procedures.
  • Analyzes current HR practices, policies, and processes; develops strategies/makes recommendations for improvements; follows through on HR projects and implements/executes accordingly.
  • Takes ownership of recruitment workload, work with hiring managers to create job descriptions, and coordinate and steer all recruitment activity, including confirming job requirements with hiring managers to create job postings.
  • Maintains the work structure by updating job requirements, job descriptions and structured interview guides for positions.
  • Maintains organization staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; recommending changes.
  • Remain informed on resignations and possible open positions. Identify opportunities to minimize attrition and create strategy to retain employees.
  • Coordinate recruitment efforts with college/university placement centers, web sites, employee recruitment/placement companies and other resources necessary to adequately staff the agency.
  • Prepare or maintain employment records including documents pertaining to hiring, termination, transfers, or promotions. Follow established record retention policy. Prepare and process new hire paperwork and arrange for pre-placement drug, physicals and TB testing in accordance with program funding requirements.
  • Facilitate the new employee orientation process to foster a positive attitude toward organizational objectives, policies and procedures and provide information regarding the organization's mission, facilities, programs, and services.
  • Responsible for the monitoring of staff requirements including background checks, certifications, health appraisals, training, etc.
  • Assist in the management of the mid-year and annual performance reviews.
  • Generate reports, analyze data and compile recommendations for improvement to the agency's policies, procedures and practices on personnel matters.
  • Maintains Human Resource Information System records and prepares weekly, monthly, and ad hoc HR related reports.
  • Reviews key HR metrics, analyzes route causes and trends and recommends appropriate actions to meet goals.
  • Collaborate with Development and Communications, Accounting/IT, Administration and Payroll departments to build effective interdepartmental collaboration efforts.
  • Maintains compliance with federal and state regulations concerning employment.
  • Investigate Workers Compensation incidents and accidents claims, monitor employee's claim status, report claims to the insurance carrier and maintain accurate data for OSHA reports.
  • Complete and distribute annual OSHA reports to ensure agency's compliance to federal regulations.
  • Monitors and tracks all leave of absence, FMLA, ADA accommodations, workers comp, etc; and follows up on required paperwork such as medical certifications, requests for extended leaves, and other required information. Prepares leave notices (e.g., FMLA leave notices) as required to employees requesting leave. Track and complete annual OSHA reporting.
  • Prepare and deliver presentations and reports to various groups of employees regarding human resource policies and procedures.
  • Serve as ambassador for employee culture.
  • Attend meetings, training, committees and professional development activities as appropriate.
  • Support the culture of Wayne Metro and promote a safe, positive and productive work environment.
  • Perform other duties, assignments and special projects that are required by organizational needs.
  • Maintain a positive attitude towards assigned work, employees, vendors and customers, and a willingness to work with others.
Qualifications
Physical Requirements and Work Environment

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.
Minimum Qualifications:
  • Bachelor's degree OR a combination of education and experience that is similarly equivalent.
  • Minimum of five years of experience in Human Resource Management
  • Experience and demonstrated abilities in all facets of employee recruitment, hiring, orientation, maintenance and separation.
  • PHR or SHRM CP Certification strongly preferred.
  • Knowledge of/ability to learn various HRIS programs.
  • Knowledge of state and federal regulations as it relates to the facilitation of all Human Resource policies and procedures.
  • Experience aligning people strategies with business strategies.
  • Knowledge of recruitment procedures, employee relations and training and development practices.
  • Knowledge of exit interview procedures and the ability to facilitate employee separations.
Minimum Competencies:
  • Working knowledge of intermediate internet applications and programs including Google technology and Microsoft Office Word and Excel. The ability to learn and utilize the necessary programs for this position.
  • Ability to work independently and maintain professional boundaries and confidentiality.
  • Ability to prepare and distribute written and verbal information to inform employees of benefits, compensation and personnel policies.
  • High level of interpersonal skills to handle sensitive and confidential situations and documentation.
  • Ability to prepare and deliver presentations and reports to employees regarding human resource policies and procedures.
  • Ability to establish methods to improve employment practices and human resource policies and recommend changes to the administrative staff.
  • Strong organization and time management skills, ability to meet tight deadlines and work under pressure.
  • High level of efficiency, accuracy and attention to detail.
  • Ability to communicate effectively both orally and in written form.
  • Good interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.
  • Ability to provide services for those persons facing economic, social, health, age, and educational barriers.
  • Perform work in a manner that upholds Wayne Metro policies and procedures.
Licensing and Other Requirements:
  • Valid identification and reliable transportation.
  • Although the Covid-19 vaccination is no longer mandated, it is encouraged. Wayne Metro will always prioritize the safety of our staff and clients.
Travel Requirements:
  • Ability to travel to various sites 15%-25%.
Work Hours:

Work to be scheduled Monday through Friday with specific hours to be determined by program needs.
