Job Summary

Responsible for managing the administrative operations of a school, OR a medium to large academic department, OR several small departments within a college, OR a medium to large non-academic department. Typically includes all or most of the following functions: IT, facilities, student services, contracts and grants, budgetary financial management and / or human resources. Manages a professional staff, typically large, and / or comprised of professionals in various fields. Assumes accountability for decisions made by subordinates. Performs long and short term planning for function. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.
The Director of Staffing and Operations is responsible for planning, developing, implementing, administering and managing departmental staff recruitment, onboarding, advancement, performance evaluations, STAR awards, professional development and training, and separation processes. Reporting to the Academic Program Manager 2, this position manages the human resources and staffing needs of the research and education programs housed within the Department of Epidemiology and Biostatistics, with support from direct reports and assumes accountability for decisions made by subordinates. This position will be responsible for creating and implementing a staff engagement program within the department, soliciting input and participation from stakeholders across teams. In addition, this position oversees space assignments and utilization on the 2nd floor of Mission Hall on the UCSF Mission Bay campus.

Department Description

The Department of Epidemiology and Biostatistics (DEB), housed within the UCSF School of Medicine, is the largest department of epidemiology in the University of California system. The DEB is the epicenter of many of UCSF's initiatives in population health, data science and informatics, health service research, health equity and artificial intelligence. The DEB has a vision to advance discoveries and insights into the distribution, determinants and outcomes of disease that will drive improvements in population health worldwide.
The DEB has three missions: 1) education, 2) science, and 3) research. Its educational mission is to train students in epidemiologic and biostatistical methods for studying disease etiology and prevention, evaluating tests and treatments, and using evidence-based approaches in clinical practice and population health. The scientific mission of the DEB is to perform outstanding basic, clinical and population health research along a spectrum from molecules to society and to develop tools for the translation of knowledge that will improve clinical practice and population health and ensure optimal use of resources. The clinical mission of the Department is to support the practice of public health and preventive medicine in local, state, national and international health agencies.

Required Qualifications

  • Bachelor's degree in related area, including, but not limited to organizational behavior; human resources, public health, social science, etc. and 6 or more years of directly related work experience; and/or equivalent experience / training.
  • Thorough knowledge of human resources policies and procedures
  • Broad knowledge of the organization's processes, protocols and procedures with a focus on or personnel management and policy. Experience developing and implementing policies and procedures.
  • Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning and payroll.
  • Broad knowledge of common organization-specific and other computer application programs
  • Strong verbal and written communication skills. Demonstrated strategic thinking skills.
  • Skills to work collaboratively with other locations, departments/units and teams.
  • Proven Excellent interpersonal and relationship building skills; ability to effectively lead, motivate and influence all levels of staff, faculty, and leadership.
  • Demonstrated skills in facilitation and conflict management and resolution.
  • Skills in organization management and customer service to effectively manage multiple and at times, competing important priorities.
  • Skills to quickly evaluate complex issues and identify multiple options for resolution.
  • Demonstrated ability to make presentations in front of large stakeholder audience.
  • Demonstrated commitment to DEI and equity.
  • Proven ability to organize work functions in an efficient, effective and resource conscious manner.
