The Georgia Emergency Management and Homeland Security Agency (GEMA/HS) is the lead state agency for coordinationofemergencyanddisasterresponseactivities.GEMA/HSisadministrativelyattachedtotheGovernor's Office of Planning and Budget (OPB). GEMA/HS is headquartered in the United Avenue State Complex.
ThisHumanResourceManager2(HRManager2)reportstotheGEMA/HSChiefofStaffandisresponsibleforplanning and coordinating all Human Resource (HR) functions for GEMA/HS in consultation with GEMA/HS leadership and the OPB HR Director. DraftingagencyresponsestoGeorgiaCommissiononEqualOpportunity(GCEO)/EqualEmploymentOpportunity Commission (EEOC) complaints and other HR issues in consultation with the GEMA/HS General Counsel. The HR Manager 2 is expected to work in tandem with the GEMA/HS’ Finance Manager and GEMA/ HS’ General Counsel.

Responsibilities:
·Providinginformationandadvicetoemployees,supervisorsandmanagersregardingday-to-dayemployee/manager relations issues and HR policies, practices and regulations, to include Federal and State employment laws.
·InterpretationofGEMA/HSpoliciesandotherrulesandregulationsforleadership,managers,andemployees.
·Preparationofsalarycomparisondataformanagersandleadershipandmakessalaryandincreaserecommendations based on policy and practice.
·Preparationofmetricsforagencyleadership(e.g.,recruitmentlog,absencemanagementreport,successionplanning data, position detail, readiness report data, workers' compensation utilization, unemployment utilization, performance review completions).
·DraftingPositionActionRequestsforsubmissiontotheOPBHRforreviewbasedonpreliminaryclassificationand compensation research.
·Assistingemployeesinresolvingbenefitsissues/questions.
·Counseling/coachingemployeesonperformanceissues,employeerelationsissuesetc.
·CoordinatingthePerformanceManagementProcessfortheagencyandadministeringtheE-Performancesystem.
·Coachingandprovidingresourcestomanagersondealingwithavarietyofsupervisoryissues.
·AdministeringtheagencyEmployeeAssistanceProgram.
·DraftingjobannouncementswithinputfrommanagersandsubmittingtoOPBforposting.
·Screeningapplicantsandcoordinatingtheselectionprocess,includingassistingwithschedulinginterviewsandpreparing documents for interviews when requested.
·Coordinatingselectionandplacementoftemporaryagencyemployees.
·CoordinatingtheagencyMVRandbackgroundcheckprocess.
·Coordinatingworkers’compensationcases/claimsfortheagency.
·ProcessingandcompletingpersonneltransactionsinTeamWorksHCM,whichwillincludehire,transferin/out,promotion, separation, retirement, salary supplements, salary increase/decrease, and position actions.
·ServesasaTimeandLaborcentraladministratorbyupdatingschedulesandapproving/modifying/auditingtimeentries, as needed.
·DraftingStrategicHireRequestsforsubmissiontoOPB.
·CoordinatingFMLAleaveapprovalandadministrationwithmanagersandOPB HR.
·DraftingagencyresponsestoGeorgiaCommissiononEqualOpportunity(GCEO)/EqualEmploymentOpportunity Commission (EEOC) complaints and other HR issues in consultation with the GEMA/HS General Counsel.
·CoordinatingrolloutofnewHRservicesandinitiativestoleadership,managers,andemployees.

·PerformingperiodicauditsofHRrelateditemsincludingfilesandrecordstoensurecompliancebasedonFederaland State regulations.
·ConductingNewEmployeeOrientationandNewHirePre-OnboardingOrientation.
·UpdatinganddistributingtheGEMA/HSEmployeeHandbook.
·Maintainingthee-PerformanceManagementprocessinTeamWorksHCMtoincludecreatingtemplates,cancelling/ transferring documents.
·Performingotherdutiesasassigned.
POSITIONSPECIFICMINIMUMQUALIFICATIONS:
1.The HR Manager 2 must be awork extended hours and shifts on non-traditional workdays or holidays during emergencies.TheHRManager2mustalsobewillingtotakeonnon-HRrelateddutiesasassignedinadditiontoregular duties during situations which warrant activation of the State Operations Center and other disasters.
2.TheHRManager2mustworkcollaborativelywithallmembersoftheGEMA/HSstaffandexternalentities.Specifically, the HR Manager 2 must work in constant collaboration with GEMA/HS’ Finance Manager and division and GEMA/HS’ General Counsel.
1.TheHRManager2musthaveastrongunderstandingandtechnicalknowledgeofHRspecialtiesincludingemployment law, employee relations, management and organizational development, staffing, training and compensation.
MinimumRequirements:
·A Bachelor’sDegree or a Master of Science Degree in Human Resource Management or Human Resource Development, or Environmental Protection Agency a Master’sin Public Administration with a concentration in Human Resource Management.
·A certification as a Professional in Human Resources (PHR), a Senior Professional in Human Resources (SPHR), aSocietyforHumanResourceManagementCertifiedProfessional(SHRM-CP),oraSocietyforHumanResource Management Senior Certified Professional.
·A strong knowledge of and experience applying federal and state laws governing HR practice (e.g. the Fair Labor Standards Act, the Family and Medical Leave Act, the Americans with Disabilities Act, the Uniformed Services EmploymentandReemploymentRights,theAgeDiscriminationinEmploymentAct,Workers'Compensationstatutes,the Pension Protection Act, EEOC and GCEO Guidelines and Regulations).
·StrongexperiencewithcurrentsystemsutilizedbytheStateofGeorgia,includingTeamWorksHCM/PeopleSoft,Taleo ATS, and Concur Travel.
