Your Specific Responsibilities:

This is a highly responsible professional position as Contract Manager in the Violence and Injury Prevention Section, Bureau of Family Health Services, Division of Community Health Promotion. This position reports to the Violence & Injury Prevention Section Administrator. Duties include, but are not limited to, the following:

Serves as a contract manager as required by Section 287.057 (15 a-d), Florida Statutes (F.S.). Responsibilities include processing provider invoices, contract monitoring (fiscally, administratively, and programmatically), preparing for internal audits, maintaining budget log and reviewing quarterly expenditure reports; developing and executing renewals and amendments as required; and ensuring providers are compliant with all state and federal regulations, affiliated administrative policies and procedures for the provision of program services.

Provides technical assistance to providers while ensuring fidelity to evidence-based strategy implementation and program evaluation and analysis. and resolution of problems that may be presented.

Conducts procurement-related duties other than contracts including creating, monitoring, processing, approving, purchasing, and payment of direct orders (DOs) and commodity P-Card purchases requiring use of MFMP, Next Gen, FLAIR and ensuring compliance with established procedures. Develops and executes Request for Proposals; Scopes of Work/Attachments for State Term Contracts and manages Schedule C agreements with local departments of health.

Serves as backup for the Sexual Violence Data Registry, including resetting passwords and providing technical assistance to end users, assessing and analyzing the data registry, and providing data reports as needed.

Performs other related duties as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge, skills and abilities, including utilization of equipment, required for the position:Knowledgeable of and ability to implement contract management procedures and policies; ability to collect; evaluate and analyze data to develop alternative recommendations; ability to form consensus and solve problems; work effectively within a time sensitive environment; document workflow and other activities relating to the improvement of operational practices; create and organize information into logical formats for presentation in reports, documents, and other written materials; conduct fact-finding research; utilize problem-solving techniques; works independently; ability to read, interpret and apply applicable federal, state, and departmental rules, regulations, standards, policies and procedures; plan, organize, and coordinates work assignments; write and communicate effectively and establishes and maintains effective working relationships with others. Proficient with Microsoft Word, Excel, and Outlook.

Qualifications:

Florida Certified Contract Manager’s certification as required by Section 287.057, Florida Statutes (F.S.)

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
