The Work You Will Do:

The Government Operations Consultant II OPS position performs contract management and project oversight for the Office of Broadband.

The Difference You Will Make:

The Government Operations Consultant II OPS position works in the Office of Broadband with the purpose to assist communities throughout Florida with expanding Broadband internet access. The Office of Broadband uses strategies, planning, studies and partnerships of various programs around the state and available within FloridaCommerce, Division of Community Development (DCD) to energize economic growth and create jobs for families in Florida. This includes providing education and information to local leaders, regional and state organizations, and business leaders to encourage communication and collaboration among our partners state and federal agencies and the private sector. This position specifically performs contract management and project oversight within the Office of Broadband.

Pay: $23.00 / hourly

Your Specific Responsibilities:

The Government Operations Consultant II OPS position assists the Government Operations III position as needed in administrating multiple grant programs and performing contract manager duties for assigned Broadband programs and special projects.

Duties include:

  • Provides technical assistance to applicants, reviews applications, composes recommendations, justification, and approval letters.
  • Develops deliverables and prepares agreements and amendments as required.
  • Tracks and reviews quarterly reports
  • Performs desk and onsite monitoring of assigned projects.
  • Reviews, verifies, and prepares reimbursement requests.
  • Tracks project budgets and schedules.
  • Maintains good working relationships and keeps in close coordination with grant receipts.
  • Maintains all files on the contract from execution to final closeout.
  • Responsible for entering data into the grant tracking system for each assigned contract.
  • Responds in a timely and comprehensive manner to inquiries sent by internal or external entities regarding grant projects.
  • Works on special projects as needed, for the Office of Broadband.
  • Works with public and private entities to build partnerships for the Office of Broadband.
  • Coordinates with federal and state agencies, private internet service provider companies and provides technical assistance to communities.
  • Assists with the continued development and implementation of the Office of Broadband programs to help build strong sustainable communities that are business friendly.
  • Promotes positive working relationships and facilitates ongoing communication and cooperation between the Department/ Division and Broadband/economic development partnerships.
  • Assists with research on the other state’s programs and best practices.
  • Supports coordinates and represents the Office at meetings, councils, conferences, and other events (virtual or in-person) as needed.
  • Prepares summaries of meetings attended and summaries of funding opportunities for the Office of Broadband.
  • Provides assistance with administrative duties for the office of Broadband.
  • Maintains good working relationships with partnering agencies.
  • Assists with preparation of reports and analyses as requested by the supervisor for use in decision making.
  • Routinely reviews external grant program best practices to ensure high level of program execution.
  • Assists with responses to public records requests for the office, working with the office of the general council, Office of Communications, and the Office of Broadband team to ensure timely and efficient response to inquiring entities.
  • Assis with tracking system for proposed legislative bills and analysis related to the Office of Broadband.

Required Knowledge, Skills, and Abilities:

  • Knowledge of Broadband internet technologies and expansion opportunities.
  • Knowledge of state grant/contract processing policies and procedures.
  • Working knowledge of state purchasing procedures, including use of purchasing cards.
  • Working knowledge of managing state grant agreements and contracts
  • Strong organization skills
  • Skill in both written and verbal communication
  • Skilled in use of spreadsheet, word processing software, developing tracking documents and creating reports.
  • Ability to coordinate with other staff.
  • Ability to demonstrate adaptability and flexibility.
  • Ability to establish effective working relationships.
  • Ability to conduct research and analysis and prepare summary documents.
  • Ability to work independently and manage multiple tasks.
  • Ability to be self-disciplined.
