Government Operations Consultant II OPS -

Electronic Benefits Transfer (EBT) Program Office

This is a full-time Other Personal Service (OPS) position. 40 hours per week.

Regular business hours are 8:00 am - 5:00 pm EST, Monday to Friday.

Location: Centre of Tallahassee building, 2415 N. Monroe St., Tallahassee, FL 32303.

NOT ELIGIBLE FOR TELWORK

Pay rate: $20.57 per hour.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy. 

Required qualifications: 

  • Must have at least a two-year college experience or an associate's degree.
  • Must have at least 3 years of experience in Microsoft Office products.
  • At least 2 years of customer service experience.
  • Must work from the Tallahassee, Florida office - not eligible to telework.

Preference will be given to applicants who have: 

  • Bi-lingual in Spanish and English languages.

POSITION DESCRIPTION

This position completes daily tasks for the Electronic Benefits Transfer (EBT) Program Office, part of the Economic Self-Sufficiency Program Office.

The duties and responsibilities include, but are not limited to the following:

Participates in design, development, testing, implementation, and on-going operations for EBT/EFT system pilots, expansions, and production operations.

Specific duties include:

    • Assist in the contract management reviews, pilot operations and evaluations.
    • Monitor and provide daily and monthly EBT reports as required by the Operations Manager or Director.
    • Reviewing data in EBT / Florida eligibility system.
    • Conducts regular periodic EBT Customer Service call monitoring and prepares written comments and feedback for the contractor.
    • Performs daily tasks for EBT Customer Service functions including responding to customer issues, questions, and special card delivery requests.
    • Uses EBT Ensight for reporting and data gathering as needed.
    • Uses EBT WebAdmin system for demographic updates to include, verified address, name, DOB/SSN updates, card issuance, transaction history and benefit info, as needed.
    • Performs other related duties as assigned by the Operations Manager and Director.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Ability to collect, analyze, and evaluate various types of data to solve problems, develop alternatives, and document other activities relating to the improvement of management and operations practices.
  • Ability to organize complex data into a logical format for presentation in reports, documents, and other written materials.
  • Ability to effectively communicate both verbally and in writing.
  • Ability to establish and maintain effective working relationships with a variety of stakeholders, both public and private.
  • Ability to independently plan, organize, and complete work assignments with minimal supervisory oversight.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to formulate policies and procedures.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
