Your Specific Responsibilities: 

This is a professional position for purchasing, contractual service management, and operational support in the Office of Medical Marijuana Use (OMMU) and provides technical assistance and consultation to staff.

Perform procurement activities to include development and implementation operational processes for procurement including RFQ, ITB, RFP, ITN, contracts, contract amendments, and purchase requisitions for OMMU. Conduct procurement of commodities and services. Draft scopes of work as needed. Work to resolve issues and problems and recommends solutions to procurement which impact services.

Serve as a contract manager and stays abreast of all department contractual procedures and updates. Review and receipt deliverables to determine compliance with established terms and timeframes; maintains all required documentation in the contract manager’s files in accordance with Department of Health contract management documentation requirements. Process invoices for payment and reconciles payments utilizing FLAIR/FIS. Maintains ongoing financial information for assigned contracts and purchase orders, and oversees related financial activities, such as tracking encumbrances and expenditures. Monitor performance and ensures conformance with terms and conditions of executed contracts and direct orders. Provide guidance and technical assistance to providers as needed.

Assist with the management of FLEET, mail processing, property management, and assigned operational activities to ensure OMMU is in compliance with department policies and procedures.

Serves as backup to Safety Coordinator for HQ Office, responsible for conducting safety inspections and maintaining employee evacuation lists and emergency policies and procedures.

Other duties as assigned.

Required Knowledge, Skills, and Abilities:

Proficient computer skills to include Word, Excel, PowerPoint, and Outlook

Knowledge with MyFloridaMarketplace (MFMP)

Knowledge of Florida Accountability Contract System (FACTS)

Knowledge and experience with the State of Florida competitive procurement processes and contract management.

Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; communicating effectively with others in writing; talking to others to effectively convey information; understanding written sentences and paragraphs in work related documents; knowledge of office procedures and practices; ability to prepare correspondence and administrative reports; ability to plan, organize and coordinate work assignments.

Possession of valid Driver’s License

Current Florida Certified Contract Manager

Minimum Qualifications:

  • High school diploma
  • 2 years of related work experience, preferably in contract management, business, project management or experience in a related field.
  • Have a valid Florida Certified Contract Manager (FCCM) certification

Preferred Qualification

  • Have a valid Florida Certified Contract Manager (FCCM) certification.
  • Two (2) years of Contract Management Experience
