OPEN COMPETITIVE 

Overview:

The newly created Florida Gaming Control Commission (“FGCC”) is a five-member commission appointed by the Governor. The FGCC is charged with investigating and enforcing Florida pari-mutuel and gaming statutes and rules. 

Position Responsibilities:

The incumbent in this is position specific duties include, but are not limited to the following:

  • Assist the Director with implementing goals, strategies, and identifying process improvements.
  • Assist the Director with rule reviews, coordinate efforts among functional areas for rule updates or amendments, and track timelines for the rulemaking process.
  • Research, develop, and maintain a year-to-date comparison of the results of testing racing animals by track, drug/medication type, and other related information.
  • Work with managers to develop topic-specific presentations for each functional area of the division to include roles, responsibilities, and governing statutes.
  • Create and maintain annual monthly reports of upcoming significant regulatory events or due dates that may impact the division, available resources, or require notification to the Executive Director and/or Commission.
  • Create and maintain flow charts of primary processes for functional areas of the division.
  • Maintain Division quick reference division overview to ensure data is kept current and accurate.
  • Create charts and/or reports of activities of industry and division regulatory efforts as needed by the Director, Executive Director, or Commission.
  • Monitor all information on the Division webpage for accuracy and necessary updates, and suggest new FAQs as needed.
  • Conduct research of other gaming jurisdictions for specific gaming types, data, and associated rules and regulations.
  • Perform special assignments, which may be highly confidential in nature, and other related duties as assigned by the Director.

Required Knowledge, Skills, and Abilities:

  • Ability to work independently.
  • Excellent communication skills with outstanding oral, written, editing, and presentation/training abilities.
  • Ability to plan, organize, and coordinate work assignments.
  • Strong time-management skills, ability to effectively manage multiple tasks, and ability to prioritize tasks and meet deadlines.
  • Ability to collect, record, analyze, and verify data relating to the pari-mutuel industry.
  • Ability to understand and apply applicable Florida Statutes, rules, regulations, policies, and procedures relating to the pari-mutuel industry.
  • Strong computer skills to include Word, Excel, PowerPoint, and Visio

Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university and three (3) years of relevant experience in rulemaking, development and analysis; research, creating reports and presentations; or experience in the gaming industry; or
  • A master’s degree from an accredited college or university and two (2) years of professional experience as described above.
  • Professional or nonprofessional experience as described above may substitute on a year-for-year basis for the required college education.

Preferred Qualifications, not required:

  • Experience in rulemaking and/or development
  • Experience working in or regulating the gaming industry
  • Previous experience working for the State of Florida
