The Work You Will Do:

The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes.

The Bureau of Public Land Administration (BPLA) is the Board of Trustees’ real estate administration program within the Division of State Lands that generates revenue through a variety of instruments benefiting the Board of Trustees and other state agencies, for the management, administration, protection and conservation of state-owned lands. BPLA has a diverse group of team members with a focus on land management and customer service. The Bureau produces approximately 1,200 instruments a year and engages with those lessees who perform the day-to-day management of the state’s land portfolio. BPLA effectively manages the dynamic land inventory of the Board of Trustees of the Internal Improvement Trust Fund while protecting water resources, public access and bridging communication with all stakeholders.

Your Specific Responsibilities:

Assists in the planning and management activities involving state-owned lands through negotiation of management leases, subleases, amendment to leases, release of leases, easements, and other authorizations to and from state, local and federal agencies and the private sector. Investigates, assesses, analyzes and makes recommendations to resolve issues and problems presented by administrators. Prepares and presents Acquisition and Restoration Council (ARC) agenda items for approval. Consults with various personnel from state, local and regional entities, private individuals and organizations to evaluate requests for use of state lands. Evaluates and prepares appropriate responses regarding the use of state-owned lands.

Prepares leases, subleases, easements, and other appropriate authorizations, including all related backup materials consistent with statutes, rules, office, and departmental procedures and policies. Coordinates legal review of such documents.

Communicates with and provides information and technical assistance to state, other governmental agencies and the general public, regarding the management and use of state-owned lands. Reviews legal instruments/documents to ensure completeness and accuracy with respect to program requirements. Assists in analysis, preparation of reports, and drafting rules for higher level review and consideration. Reviews and evaluates reports and correspondence to ensure completeness and accuracy with respect to program requirements.

Maintains, reviews, and updates information in the Section’s computerized tracking system (LMS) in a timely and accurate manner. Maintains, reviews, and updates files in the Department’s document management system (Oculus). Responsible for attending meetings and represents the Department/Division/Office of Public Land Administration at various meetings concerning state lands issues.

Performs related work as assigned.

Required Knowledge, Skills and Abilities:

Knowledge of: contract management principles and practices; basic real estate principles; the methods of data collection and analysis. Skilled in: Microsoft Office Suite of software; preparation and review of contracts; effective communication; organizing and prioritizing workloads; working independently and with a team; data analysis. Ability to: collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to improvement of operational and management practices; organize data into logical format for presentation in reports, documents and other written materials; organize, prioritize, and ensure proper completion of work assignments; conduct fact-finding research; utilize problem-solving techniques; understand and apply applicable rules, statutes, regulations, policies and procedures relating to operational and management analysis activities; communicate effectively; work independently; demonstrate teamwork; operate a personal computer; maintain a valid Driver’s License; establish and maintain effective working relationship with others.
