Provides broad-based human resource services with primary focus on compensation, benefits, employee relations and compliance.
Compensation Focus
Manages the payroll function to reflect all employment activity. Ensures all compensation, leave, and benefits entries are timely and complete. Audits payroll for accuracy and ensures timely pay for all staff members. Secures payroll information and retains payroll records as required by law.
Benefits Focus
Administers health benefit plans including enrollments, changes, and terminations. Provides required information to payroll and insurance providers to ensure accurate record keeping and proper deductions.
Administers 401(k) Plan, including enrollment, changes, terminations and notifications. Sends eligible staff member’s notices at month of eligibility and at annual review to increase participation. Monitors enrollment numbers and ensures all documentation is completed.
Develops and administers an education and marketing plan highlighting staff member benefits, including but not limited to developing an annual marketing plan, creating on-line and print messages encouraging benefits utilization, and positions benefits plans as part of an Employer of Choice strategy.
Processes monthly billings from insurance providers. Reviews billings for accuracy and issues checks for billing as appropriate. Resolves discrepancies with carriers.
Compliance Focus
Ensures compliance with FMLA, Workers Comp, ERISA and HIPPA regulations. Serves as the COBRA and HIPPA Administrator for the Credit Union.
Provides staff with required legal notices and documentation, ensures employee records are complete and correct, and reviews documentation to ensure staff understanding. Ensures all plans are operating in compliance with applicable law.
Maintains compliance with Federal and State laws pertaining to employment, particularlythose which affect the hiring and placement process.
Employee Relations Focus
Maintains and enhances effective staff relations.
Maintains and monitors the affirmative action program as EEO coordinator.
Counsel staff members in the interpretation and application of human resource policies and procedures and advises managers and supervisors concerning personnel issues, offering alternatives if appropriate.
Other Duties
Monitors and suggests quality and efficiency improvement programs geared toward enhancing staff morale, teamwork, and organizational productivity.
Acts as Management liaison with staff association (Employees Activity Committee, EAC) to ensure this association operates in a sound manner.
Completes reports and analyzes data for management as requested.
Assist new staff members in completion of all required paperwork at the time of employment and answers questions and assist in resolution of problems.
Performs all other duties as assigned.
Professional, highly developed communication skills necessary for projecting a positive image to internal and external applicants, members, and staff.
Extensive knowledge of current human resource policies and procedures. Knowledge of applicable state and federal laws, including current interpretation of the Americans with Disabilities Act and Family Medical Leave Act required.
Strong technical, mathematical, HRIS and data analysis skills
These characteristics are normally developed through completion of a Bachelor’s Degree in Human Resources Management.
Four plus years’ experience in Human Resources Management experience to include; Payroll, Benefits and Compliance.
