Noblis is Hiring a Remote Project Manager

Responsibilities

Responsibilities:

As a Project Manager at Noblis you will be part of our Health Solutions Account team. As part of the Noblis Health Solutions team, you will be working with CMS IT leadership and IT experts to address the challenge of promoting sound IT architectural principles and shared IT services, delivering innovative and effective technology solutions, and driving IT and Data transformation in support of and in collaboration with multiple business component partners to improve the quality, responsiveness, and delivery of healthcare services to beneficiaries, providers, and partners.

This is an opportunity for someone with a background and experience in technical and program management support for CMS. This position requires the ability to effectively juggle multiple priorities, strong organizational skills, and the ability to coordinate among senior managers and technical professionals. You will play a key role in managing and coordinating technical and programmatic subject matter experts to meet agency goals and objectives. Specific duties include but are not limited to:• Provide day-to-day leadership and direction using current industry standard project management principals/disciplines to this Noblis CMS team in all contracted support areas • Provide technical and programmatic expertise for the Program Manager and Product Owner(s).• Coordinate the development of various planning artifacts, analyze proposed solutions, and provide oversight to ensure contractual compliance with delivery. • Prepare executive level technical, programmatic and strategy level briefings and represent the Program Manager and/or Product Owner(s) at those meetings as needed.• Coordinate initiatives across all contract staff and ensure quality control of deliverables, orders, activities, actions, risks, issues, work products and deliverables, implementation schedules, and ad hoc executive level correspondence.• Communicate regularly with the Noblis Account Lead to ensure effective coordination of actions identified by the CMS Program Manager• Prepare service level and executive level briefings to communicate strategic vision, tactical implementation, program status, and ad hoc correspondence• Proactively identify and coordinate intersections between numerous broad reaching internal CMS stakeholders to ensure the successfully delivery of enterprise shared services

    • Provide technical support to PMs for regularly scheduled reporting.
    • Support data gathering and integration, executive reporting, schedule development and updating; developing and populating risk registers, issue logs, and decision logs; and developing and updating project-based visuals using Microsoft based software tools and other graphics programs as needed.
    • Support the preparation of management reports and the completion of data products for a variety of needs

Qualifications

Qualifications:

  • Bachelor's degree in management preferred; candidates without Bachelor’s degree must have extensive (minimum of 14 years), directly relevant experience and demonstrated record of sustained excellent performance
  • Project Management Professional (PMP) designation or equivalent certification.
  • Project management experience performing project management activities with large scale healthcare or government implementation efforts.
  • 2 or more years of experience with the CMS Project Management System (CAPMS), and scheduling experience.
  • Minimum of 8 years relevant experience to include:
    • Minimum 4 years of hands-on program management experience preferably for the government or large corporation
    • Minimum 5 years of CMS experience
    • Minimum 1 year as a team lead or manager
  • Strong client management and risk management skills
  • Experience working with techniques and approaches related to the architecture, development, integration, and deployment of project phases
  • Strong skills in project management frameworks, especially Agile, Lean Portfolio Management and Human-Centered Design

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management. · Participate on proposals
