Salary:

This position will be responsible for implementing and monitoring full life-cycle project management for enterprise level projects associated with operations, and upgrades and customer-specific development projects for both the business intelligence platform, QlikSense and the data management platform, Tyler Technologies Data & Insights, with oversight from the DoIT Program Manager, Business Intelligence and Open Data. Candidates must be willing to work non-standard work hours in the event of production deployments, changes, and upgrades to minimize disruptions to the end user experience. Anticipated tasks include, but are not limited to:

Duties and Responsibilities

  • Define enterprise level business and technical requirements for operations maintenance and systems modernization ensuring alignment with program objectives.
  • Predict resources needed to achieve all activities, including operations, maintenance, and project deliverables.
  • Develop and manage detailed project schedules and work plans, including a compiled version to transmit prioritizations.
  • Monitor project performance and measure in an effort to identify areas for improvement.
  • Plan and develop technical project objectives, setting deadlines, and assigning tasks to appropriate personnel.
  • Develop and maintain comprehensive documentation of all projects.
  • Review project deliverables for quality standard adherence and conduct post-project evaluations with customers.
  • Support and guide scopes, plans and manage business intelligence development and open data projects within the life cycle development methodology for the department’s enterprise and shared services platforms.
  • Identify necessary skill sets and number of personnel to address new and existing operations and projects.
  • Candidates must have technical knowledge of the service offering platforms, along with ability to use standard project management practices and templates to manage business and technical activities of the technical resources.
  • Prepare written content for status reports, annual reports, legislative reviews and audit cycle and offcycle requests.
  • Provide requirements analysis and logical solutions for business intelligence and open data solutions for agencies.
  • Lead regular meetings with tech teams to capture progress, roadblocks, challenges, etc., identify solutions and next steps.
  • Manage resources in an effective and efficient manner ensuring resource availability and appropriate allocation.
  • Prepare and provide project updates on an established cadence to stakeholders, including agencies and leadership.
  • Ensure the full scope of projects is completed, on budget and on schedule while minimizing scope creep.
  • Prepare estimated costs based on operations, statements of work and associated resource requirements.
  • Define business and technical requirements for special intake and statement of work projects ensuring alignment with program objectives.

Education:

Bachelor’s Degree from an accredited college or university with a major in Engineering, Computer Science, Mathematics or a related field.

General Experience:

  • At least six (6) years managing projects, including advising on enterprise data, systems, and infrastructures.
  • Strong familiarity with project management software tools, methodologies, and best practices.
  • Proven ability to complete projects according to outlined scope, budget, and timeline.
  • Communication and technology expertise.

Preferred Experience/Education:

  • Master's Degree preferred
  • Experience with the QlikSense platform.
  • Experience with the AWS data hosting environments.
  • Experience with the Qlik Analytics Platform (QAP) platform.
  • Project Management Professional (PMP) certification.
