Job Description:

Function of Position:

The Assistant Director of Purchasing serves as second responsible administrator in the Purchasing, Central Receiving and Mail Services departments and assumes office-wide responsibilities for the functions of Purchasing, Central Receiving, Inventory Control, and Mail Services in the absence of the Director of Purchasing.

Examples of Duties and Responsibilities:

  • Oversees the day to day operation of the Purchasing Department, Central Receiving, Inventory Control, and Mail Services Departments.
  • Supervise staff members including communicating directions, purchasing practices, and general college policy.
  • Assist the Director to ensure all purchases comply with State, County and College laws, rules, and procedures.
  • Reviews County, State and Federal issued contracts to determine if they are applicable and available for use by the College.
  • Assists the Director with contract/lease administration and enforcement; including negotiations, correspondence, ensuring adherence to terms by all parties
  • Works closely with departments to verify the availability and prudent use of all College funds.
  • Makes certain there is a complete and accurate audit trail for all transactions processed from source documents, through the Purchasing System and ultimately reflected on the College General Ledger.
  • Interfaces on a daily basis with Central Receiving, other departments and Controller's Office to verify the receipt all materials and services prior to authorizing payment.
  • Oversees the day to day operation of the Purchasing Module of the Financial Records System; including troubleshooting, preparing enhancement recommendations, developing ad-hoc reports, and overseeing end user training.
  • In cooperation with the Director, spearheads the fiscal year end process for Purchasing, Central Receiving, and Inventory Control.
  • Assists Director with training, motivating, and evaluating staff. Actively involved with the interview and selection process for new staff members.
  • Develops and recommends procedure/policy enhancements and changes.
  • Represents the Administrative Services Division on various committees and leadership teams across the College.
  • Responsible for adhering to the College Code of Conduct.
  • Responsible for contributing to and maintaining an inclusive and collaborative College environment.
  • Responsible for maintaining technological competencies utilized by the College.
  • Perform various other duties/responsibilities as assigned.

Requirements:

Required Qualifications:

  • Bachelor's Degree in business or related field from an accredited institution with a minimum of three (3) years of experience in business related operations; OR
  • Associate's Degree in business or related field from an accredited institution with a minimum of five (5) years of experience in business related operations

Preferred Qualifications:

  • Working knowledge of publicly funded purchasing and General Municipal Law
  • Experience in managing a Purchasing department
  • Experience in contract preparation and contract management
  • Experience in using Banner software
  • Experience in Higher Education
  • Bilingual and able to read, write, and speak Spanish or other languages proficiently

Annual Campus Security & Fire Safety Report

MCC is currently testing a Pilot Telecommuting Program that runs from October 25th, 2021 to June 30th, 2023. Under the pilot program, this position may be eligible for remote work up to 5 days per pay period pending departmental need and leadership approval. The pilot program may be extended or terminated at any time at the College's discretion.
