Description

Position Summary:

As the Director of Purchasing & Contracting at Recovery Associates of Upstate NY (RAUNY) and its affiliates, reporting to the CFO, you will play a crucial role in leading procurement and contracting strategies for goods and services. This position involves strategic collaboration with East House leadership and stakeholders to meet procurement needs, manage vendor relationships, and ensure alignment with organizational business goals.

Responsibilities:

Strategic Leadership:

  • Develop and implement a comprehensive procurement strategy aligned with RAUNY's goals and overall business objectives.
  • Establish cross-organizational processes for purchasing goods, services, and technology.
  • Ensure compliance and efficiency in purchasing practices, leading competitive bidding processes.

Procurement:

  • Manage end-to-end procurement processes for cost-savings.
  • Develop competitive bid processes for fair pricing.
  • Oversee contracting and compliance with Minority and Women Business Enterprises (MWBEs) goals.
  • Develop strategic asset lifecycle plans.
  • Partner with organizational leadership for vital goods/services acquisitions.
  • Manage vendor relationships and contracts, ensuring compliance with procurement regulations.

Purchasing:

  • Centralize the purchasing process to meet agency needs.
  • Develop and maintain purchasing policies, procedures, and tracking systems.
  • Ensure purchases align with program budgets and needs.
  • Negotiate reasonable pricing for single-source procurement needs.
  • Manage requisitions, proposals, quotes, and purchase orders.
  • Handle invoice approvals and surplus equipment disposal.
  • Maintain comprehensive purchase documentation.
  • Develop agency-wide purchasing procedures.
  • Manage approval and execution of purchase orders.
  • Act as the main contact for all inventory and equipment requests, distribution, etc.
  • Respond efficiently to purchasing requests and deadlines.
  • Source suppliers and maintain a preferred vendor list.
  • Manage RFQs, RFPs, and oversee the RFP process.
  • Serve as a central point of contact for procurement activities.

Financial Management:

  • Manage Key Performance Indicators (KPIs) for purchasing, contracting, and procurements.
  • Support budget forecasting for bulk purchases.
  • Monitor product integrity, quality, and returns.
  • Analyze expenditure data for strategic sourcing trends.
  • Maintain procurement records per retention schedules.

Special Projects:

  • Coordinate and/or manage multiple projects, budgets, and cost analyses.
  • Perform cost analyses and ROI reviews for projects, processes, or products.
  • Oversee project documentation and completion.
  • Obtain critical information from stakeholders and ensure deliverables are appropriately met.
  • Measure project performance and stakeholder satisfaction.
  • Oversee the proper disposal of all property and equipment.

Other:

  • Ensure compliance with policies, federal and state regulations.
  • Apply OASAS/OMH purchasing guidelines and procurement rules.
  • Collaborate with the Office of Ethics, Compliance & Quality on identifying and correcting non-compliance.
  • May perform other duties as assigned by the Chief Financial Officer.

Requirements

Minimum Qualifications:

  • Bachelor's degree in Business, Public Administration, or a related field, or equivalent experience.
  • Five (5) years of administrative experience in Purchasing, Contract Management, or Procurement Sourcing, including at least two (2) years of direct experience with purchasing, budgeting, and finance activities.
  • Three (3) years' experience in a management role strongly desired.

Working Conditions/Work Environment: Traditional office environment. Occasionally subjected to pressure due to time demands. Travel within the greater Rochester area. Potential for travel outside of Monroe County.

Physical Demands: Frequent sitting, talking, hearing, standing, walking, ability to reach, use hands for typing, and occasional light lifting and stair-climbing.
