Description

Job Posting: Director of Learning & Development 

Position Summary: The Director of Learning & Development (DOL&D), reporting to the Chief People Officer, is responsible for leading and managing talent and culture enablement at East House. The DOL&D will develop and execute comprehensive organizational strategies that advance the agency’s mission, vision, and values, positively influence work culture and services, align organizational talent management and leadership development practices with departmental/programmatic operations and planning priorities. The incumbent collaborates with East House leadership and stakeholders to create, design, and implement learning content, tools, and solutions that positively influence employees’ commitment to the organization, their work and overall success at East House.

Responsibilities:

  • Strategic Leadership
    • Designs and implements comprehensive learning development and training strategies that align with the organization’s business needs and long-term growth plans.
    • Ensures learning and development programs and initiatives align with agency’s commitment to Diversity, Equity, Inclusion, and Belonging (DEI&B).
    • Develops and executes programs that enhance organizational performance, efficiency, and change leadership.
    • Creates an environment for the success of change delivery, including clarity of roles and responsibilities, scope of efforts, priorities, ways of working, partnerships, and feedback channels.
    • Establishes cross-organizational processes for the development of effective learning practices, systems, etc.
    • Ensures compliance and efficiency in all organizational training and development practices.
  • Process Improvement
    • Facilitates the integrated training, leadership development, and change management plans for the agency, ensuring that changes are communicated, understood, and adopted by stakeholders.
    • Provides guidance and coaching to leaders and employees on change management principles and practices, enabling them to lead and manage change effectively.
    • Ensures that learning and development processes meet or exceed industry standards.
  • Training and Development
    • Develops training and learning programs that enhance the skills and capabilities of employees of various levels, fostering a culture of continuous improvement.
    • Leads Training Committee, partnering with the Ethics, Compliance, and Quality department in proactively assessing, developing, and managing agency-wide training programs, and ensuring that resources are in place to enable staff to enhance and maintain their skills while also addressing business needs.
    • Recommends, creates, and implements leadership development processes, tools, resources, and solutions and/or organizational development interventions based on strategic plans.
    • Establishes, executes, and monitors staff and leadership development approaches and management effectiveness tools that support policies and procedures across East House programs/service offerings.
    • Collaborates with internal and external subject matter/content experts, business partners and/or vendors to create and design new content, tools, and learning solutions to meet staff development needs.
    • Aids in the technical execution of performance management systems that maximize technology to achieve business results.
    • Creates and implements development programs that identify and nurture high-potential associates, fostering a robust leadership pipeline.
    • Act as a key resource across HR and the agency related to organizational design and succession planning activities.
    • Coordinates hiring, onboarding, and offboarding processes in collaboration with Human Resources.
    • Develops programs and initiatives reflective of the agency’s commitment to employee wellness, psychological safety, and retention.
    • In partnership with the Senior Leadership Team (SLT), creates a holistic approach to adaptive and technical leadership development training and learning, formal and informal, developing a scalable coaching practice.
  • Performance Metrics
    • Manages Key Performance Indicators (KPIs) for learning, development, performance management, employee retention, and employee engagement.
    • Monitors employee development and performance improvement.
    • Analyzes training data for learning management trends.
    • Maintains training and annual attestations records per organizational and regulatory retention requirements.
  • Special Projects
    • Oversees the Employee Engagement Committee, assisting with the planning and implementation of various organizational events and activities.
    • Obtains critical information from employee stakeholders in the form of engagement surveys and recommends changes to policies, procedures, and practices that positively impact the employee experience.

Other Responsibilities:

  • Ensures compliance with policies, federal and state regulations.
  • Applies OASAS/OMH/DOH learning objectives/guidelines.
  • Collaborates with the Office of Ethics, Compliance & Quality on identifying and correcting non-compliance.
  • May perform other duties as assigned by the Chief People Officer.

Requirements

 Minimum Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field; comparable education and experience may be considered.
  • Master's degree a plus.
  • At least 5 years of relevant experience in Human Resources, Organizational, Learning or Training Development, workplace coaching, or a similar field.
  • Minimum of 3 years’ experience in talent management, employee engagement, organizational effectiveness.

Preferred Qualifications:

  • Demonstrated experience leading organizational development efforts within diverse business units.
  • Proven track record of creating, maintaining, and enhancing cross-functional relationships and communicating effectively with senior management.
  • Ability to build rapport with internal and external stakeholders of all levels.
  • Proficiency with various Microsoft applications including Excel, Outlook, and Word) and/or other computer systems.
  • Proficiency with Relias, Continual Care, or other learning management systems.
  • Excellent attention to detail, organizational skills, and ability to multi-task.
  • Effective decision-making abilities, including analyzing information and determining appropriate next steps on projects.
  • A forward-thinking problem-solver who can lead and influence cross-functional teams through change around a shared vision of defined outcomes and communicate complex topics in easy and approachable ways.
  • Excellent consultative skills with exceptional verbal and written communication, and presentation abilities.
  • Exceptional active listening, persuasion, negotiation, presentation, and public speaking skills; demonstrated excellent problem-solving, coordination, critical thinking, and judgment; successful history in building productive relationships with diverse individuals and groups.

Working Conditions/Work Environment: Traditional office environment. Occasionally subjected to pressure due to time demands. Travel within the greater Rochester area. Potential for travel outside of Monroe County.
