Jefferson City Public Schools is Hiring a Human Resources Director Near Jefferson, MO

Purpose Statement

The job of Human Resources Director is done for the purpose/s of providing strategic oversight to the delivery of human resource programs and services; ensuring the attainment of the goals of the District's strategic plan as they relate to talent; monitoring and guiding the implementation of the District's talent management strategy; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established policies, laws and regulations; and serving as a member of the Superintendent's executive team.

Essential Functions

  • Directs all employment-related functions, including recruiting, posting job vacancies, evaluating candidate eligibility, administering assessments, scheduling interview panels, initiating the background checks, ensuring that hiring managers complete the reference checks, as well as ensuring the district’s employment life cycle processes are legally compliant with all local, state and federal laws.
  • Directs the Human Resources Information System (PowerSchool) team by monitoring workload and work flow, as well as ensuring operations are efficient and consistent within the district; and ensuring that communication and scheduling between HR and payroll/finance staff is appropriately supported.
  • Administers the District's total rewards system including wage and salary administration for the purpose of attracting and retaining highly qualified staff.
  • Administers a wide variety of personnel policies and employment agreements (e.g. orientation, employment contracts, compensation schedule, etc.) for the purpose of supporting the district strategic plans.
  • Directs and facilitates the planning, implementation and monitoring of professional learning opportunities for teachers, administrators, and selected district staff and partners. Collaborates on the design and implementation of a comprehensive Professional Development Plan of all staff.
  • Directs assigned Human Resources team members and evaluates performance.
  • Provides counsel to District leaders regarding Human Resource legislative issues, BOE policy interpretations, current and past practices, and documents performance deficiencies which could lead to discipline and/or termination.
  • Serves as the District’s unemployment compensation claim expert and represents the District in related appeal hearings.
  • Oversees the planning, organizing, and directing of employee records, system administration and records retention requirements; serves as the Custodian of Record for all employee files.
  • Collaborates with internal and external stakeholders (e.g. other department administrators, teacher organization representatives, legal/regulatory agencies, auditors, not for profit agencies, EEOC, community members, etc.) for the purpose of implementing and/or maintaining services and programs.
  • Directs department operations; the delivery of services and the implementation of new programs and/or processes for the purpose of providing services within established timeframes and in compliance with related requirements.
  • Documents compliance related to human resource functions for the purpose of ensuring accurate and objective data that demonstrates compliance to district, state, and federal regulations.
  • Facilitates meetings, workshops, seminars, etc. (e.g. performance management, policies, regulatory requirements, actions involving outside agencies, inter-district needs, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.
  • Facilitates the design, implementation, and delivery of the District’s talent management strategy (e.g. recruitment, selection, onboarding, evaluation, succession planning, etc.) and the attainment of related goals for the purpose of furthering the District’s strategic plan and ensuring the recruitment and retention of the highest available levels of talent.
  • Monitors substitute expenditures, unemployment compensation claims expenses, and related financial activities for the purpose of ensuring that allocations are accurate.
  • Performs personnel administrative functions for assigned direct reports (e.g. hiring, training, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.
  • Prepares a wide variety of complex written materials (e.g. strategic plans for District talent management, budgets, funding requests, analyses, recommendations, procedures, staffing reports, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, making presentations, and/or providing supporting materials for requested actions.
  • Recommends policies, procedures and/or actions for the purpose of providing direction for meeting the district's goals and objectives.
  • Responds to written and verbal inquiries from a variety of internal and external sources (e.g. staffing, conflicts in policies and regulations, employment grievances, community concerns, parental requests, etc.) for the purpose of identifying the relevant issues and recommending or implementing a remediation plan.
  • Assists in investigating and responding to internal and external complaints and/or allegations, and issues discipline as needed.
  • Reviews the results of investigations and/or complaints regarding employees and other staff (e.g. sexual harassment, pay and/or assignment disputes, etc.) for the purpose of reaching resolutions that promote a work environment consistent with District policy and applicable law.
  • Serves as the District's compliance officer for the purpose of resolving complaints and mitigating issues with regard to Title VII, Title IX, HIPAA, and discrimination.
  • In cooperation of CFO, participates in Meet and Confer sessions with teacher groups and other employer groups.
  • Directs the listening and learning processes with staff and serves as the conduit between staff and administration for information gathered. Including the creation and distribution of an annual staff satisfaction survey, additional follow-up pulse surveys as requested, and the supervision/ implementation of staff meetings/ rounding sessions with the superintendent to ensure staff voice is represented at the district level. Assist buildings with similar listening processes as requested.
  • Supports and counsels members of the District's leadership team regarding issues within the Division's area of responsibility (e.g. employee relations, selection, labor relations, etc.) for the purpose of furthering the District's desire to be an employer of choice.
  • Maintains current knowledge of trends and developments in state-of-the-art human resource management for application to programs and functions under charge; maintains comprehensive, current knowledge of applicable laws/regulations.

Other Functions

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Experience & Education

  • Graduation from an accredited college or university with at least a Master’s Degree in educational administration, human resources or related field. A doctorate degree is preferred.
  • Possess or be eligible for teaching certification in the State of Missouri.
  • SHRM-CP or SHRM-SCP certification is preferred.
  • Five years of successful experience in directing administrative units in a school system or related organizations preferred.
  • Knowledge of principles and practices of public school education and related human resource services and ability to apply them to the needs of the district.
  • Ability to plan, organize and coordinate human resource programs.
  • Ability to direct and supervise others and develop effective working relationships with the staff, vendors and community.
  • Knowledge and ability to utilize appropriate technology including department systems and software to communicate and present information.
  • Ability to collaborate and communicate effectively both verbally and in written language.
  • Experience in the areas described above may be substituted on a year-for-year basis for deficiencies in the stated education.

Background clearance required, the results of which must be satisfactory to the District.

Work Environment & Physical Requirements

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, pulling and movement around the instructional area.
