State of Missouri is Hiring a Human Resources Manager Near Jefferson, MO

Are looking for an executive-level human resource role? Missouri Veterans Commission has an opportunity at their headquarters office for a highly responsible, leadership position in a fast-paced environment. The successful candidate will be a self-starter with extensive knowledge of human resource practices, policies, and management skills. The Human Resource Manager plans, directs, and administers the Human Resources department for Headquarters, Homes Program, Veterans Service Program, and Cemeteries Program. The Human Resource Manager serves as the primary staff advisor to the Missouri Veterans Commission on matters pertaining to workforce and human resources management and is responsible for human resources management of all MVC employees dispersed throughout the state.

The human resources department directs recruitment, placement, and retention efforts; ensures proper position classification and compensation; handles discipline, termination, labor and employee relations, disputes, and investigations; ensures compliance with equal employment opportunity; plans employee development and training; develops and administers policy and procedure; and oversees the administrative functions for the department.

  • Labor and Employee Relations
    • Advises both management and employees on matters about conduct and discipline
    • Coordinates with labor organizations and their representatives
    • Reviews complaints and conducts internal investigations
  • Classification and Compensation Administration
    • Directs the administration of a position classification and position management program
    • Monitors wage scales to develop or modify compensation plans
  • Administration
    • Assists HR team members and other leaders in answering questions and providing expert advice
    • Establishes MVC workforce policies and directs their implementation
    • Directs the development of administrative regulations and procedures
  • Recruitment, Onboarding, and Separation
    • Oversees recruiting efforts, and ensures a competitive employment selection process
    • Ensures a smooth and seamless onboarding experience for new hires, and analyzes data to ensure MVC recruitment, onboarding, and separation practices are optimized

Must demonstrate the following which may be obtained through extensive, professional-level human resource work experience:

  • Knowledge of the principles and practices of public human resources administration, including the functions of classification, compensation, placement and training, and employee and labor relations.
  • Knowledge of state personnel rules, regulations, processes, and relevant federal and state laws governing human resources including equal employment opportunity policies and procedures, civil rights, and other related laws and practices.
  • Must have strong interpersonal skills and be able to build relationships, resolve conflicts, manage difficult situations, show empathy, and remain impartial.
  • Must have strong communication skills including strong written and verbal communication to effectively convey and interact with a wide range of individuals.
  • Must have the ability to foster teamwork within the HR department and across the entire organization.

5 years of relevant experience in human resources
