Summary/Objective
The Orange County Financial Empowerment Center (FEC) aims to improve the financial stability of Orange County residents by providing high-quality, one-on-one financial counseling as a public service. FEC counseling services are based on four guiding principles: establishing safe banking relationships, increasing savings, reducing debt, and building credit. The FEC is operated in partnership between Orange County Local Government and Habitat for Humanity Greater Orlando & Osceola County (Habitat Orlando). Habitat Orlando’s FEC partners with many government and nonprofit social services in the community to help low to moderate income residents address their financial challenges and needs and plan for their futures.
The Financial Counseling Program Manager position will report directly to the Director of Counseling. The FEC Financial Counseling Program Manager is integral to the growth and success of this initiative, with primary responsibilities related to community partnerships, program operations, counselor management, and data tracking. This is a grant-funded position.
Essential Functions
  • Support the programmatic design and implementation of the initiative.
  • Act as the liaison between Habitat Orlando and the Orange County Local Government Manager.
  • Work with partners to problem-solve operational issues, including programmatic integration with host sites and referral relationships with other local government and nonprofit agencies.
  • Support the marketing, outreach, and strategic referrals of clients to the FEC’s.
  • Ensure that data collected within the client management and database system is complete and accurate.
  • Collect, aggregate, and prepare any programming reports for the Director of Counseling, Local Government Manager, funders, partners, etc.
  • Train all FEC employees and program partners on the FEC model.
  • Supervise the financial counselors at the FECs.
  • Develop and implement work schedules that meet client demand for service.
  • Ensure that FECs are compliant with program model, outcomes, and other requirements.
  • Report regularly to the Director of Counseling.
  • Participate in regular calls and reviews with Habtiat Orlando, local government stakeholders and funders.
  • Successfully complete and pass program manager and counselor training as defined by the national FEC Training Standards.
  • Assist in the development and implementation of a sustainability plan.
  • Oversee organization’s implementation of client management and database system.

  • Strong communications and excellent writing skills with an ability to develop a program, craft high quality reports, correspondence, and other materials.
  • Ability to work directly with people from diverse racial, ethnic, and socioeconomic backgrounds.
  • Ability to provide outstanding customer experience and a passion for assisting people.
  • Knowledge of community resources or social services.
  • A high level of patience and empathy.
Work Environment
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job in an office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This role also works in various indoor and outdoor conditions at community events.
Physical Demands

Position Type/Expected Hours of Work
This is a full-time, salaried position and the office hours of operation are Monday through Friday, 9 a.m. to 5 p.m. Some early mornings, evenings and weekends may be required.
Travel
This position involves frequent travel within Orange County and milage is reimbursed.
Required Education and Experience
  • Bachelor’s Degree preferred in Social Work or related field.
  • Must successfully complete and pass program manager and counselor training as defined by the national FEC Training Standards within first 90 days; training provided by FEC.
  • Must obtain and maintain annually Anti-Money Laundering certificate within first 90 days: training provided by Habitat.
  • Must obtain and maintain annually Safeguarding certificate within first 90 days: training provided by Habitat.
  • Must exhibit strong fiscal responsibility.
  • Fluency in speaking, reading, and writing Spanish and/or Creole.
Preferred Education and Experience
  • Knowledge of and experience with grants management preferred. Experience with asset building programs a plus.
  • Previous case management, social service, housing, loan underwriting, emergency management, non-profit experience preferred.
  • Five years’ experience in financial advising, housing counseling or mortgage lending preferred.
  • CFE Financial Counseling Certification is highly recommended.
