Summary
Responsible for developing, planning, coordinating, implementing, and managing programs with significant revenue, high volume of participants, and a service area of most or all of Palmetto Goodwill's territory. Manages programs requiring a high degree of complexity and compliance with private funder or governmental standards, accountability for program expenditures, and outcomes/spending reporting to funders. The Senior Program Manager is expected to meet multiple goals and objectives laid out by funding partners and leadership team. Effectively plans, executes, and manages revenue and expense budgets for the assigned programs, as well as managing the areas of Program Development; Program Implementation; Program Management; and Programmatic and Financial Compliance.
Essential Duties and Responsibilities

Program Development
* Assist with researching best practices, developing key partnerships across Palmetto Goodwill's service area, and reporting innovative practices to the funder.
* Co-develop the proposal for continuing services to include budget development and service planning.
* Monitor market trends, participant data, and prospect participant data based on population and geography-specific data to help guide conversations and inform decisions regarding program implementation, program expansion, and program management.
Program Implementation
* Learn all governmental regulations that apply to program operation and fiscal management, potentially including federal programmatic and fiscal compliance regulations.
* Train team members and perform quality checks to ensure uniformity of compliance with regulations, policies, and procedures.
* Train team members and perform quality checks to ensure high quality participant experiences.
Program Management
* Lead a high-performing team to support clients in achieving their full potential through training, supportive services, and job placement. Oversees the work of assigned program staff.
* Monitor and measures program effectiveness utilizing metrics and scorecards.
* Maintain a strong knowledge of grant regulations and relevant information, including funding allocations, processes, laws, rules, and regulations.
* Support uniformity of regulations/policies/procedures, quality client experience, high standard across all programs.
* Track and report on the effectiveness and efficiency of all assigned programs, including data collection including Mission Impact Data Analytics for all assigned programs.
* Responsible for assigned program reporting to funders and governmental agencies.
* Build and strengthen relationships with funders and stakeholders including Goodwill Industries International.
* Establish credibility with funders through accurate, on-time reporting, as well as meeting or exceeding program metrics.
Programmatic and Financial Compliance
* Review timekeeping records and associated participant payments to ensure accuracy of payments to participants.
* Work with Director of Mission Services to develop the program budget, monitor and report spending and spending projections, and maintain ratios of administrative and operations costs in comparison to direct participant expenditures. Supervises data collection including Mission Impact Data Analytics for all assigned programs.
* Responsible for programmatic compliance and finance audits.
* Prepare for and participate in all internal and external programmatic audits. Completed any required responses and actions plans requested as a result of the programmatic or fiscal audits.
Other
* Comply with all agency policies, procedures, and safety standards throughout all work areas; maintain same to meet CARF, Department of Labor and other regulatory standards.
* Perform other job-related duties as required and assigned.
Supervisory Responsibilities
* Provide leadership, training, development, and supervision of assigned program staff.
* Interview, select and trains team members and programmatic leads to ensure excellence in service delivery.
* Conduct routine compliance monitoring of each team member's records and monitor data entered in the system of record.
* Resolve participant grievances and complaints and resolve conflict and performance issues with team members.
* Fulfill supervisory responsibilities in accordance with the organization's policies and applicable laws.
Qualifications
* Enthusiasm for the mission of the organization.
* Proven record of experience, high achievement, and success in the fields of large-scale program development, program implementation, program management, and programmatic and financial compliance.
* Experience managing service delivery in multiple jurisdictions to meet established goals and metrics for those jurisdictions.
* Experience in federal grant management or related large-scale, complex programs serving a large number of individuals in a large geographic area.
* Ability to read and interpret complex documents, such as grant contracts, safety rules, program requirements, operating and maintenance instructions, procedure manuals, etc.
* Ability to research from various sources (including internet); gather and analyze data as it relates to program development, program implementation, program management, training requirements, compliance guidelines, etc.
* Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
* Write reports and correspondence for a variety of audiences including funders, leadership, program partners and community agencies, and team members.
* Knowledge of fiscal grant management including the ability to build budgets, develop spending plans and monitor fiscal activity against an established budget or spending plan.
* Ability to multi-task effectively; set priorities; be able to adjust to frequent changes, delays, or unexpected events; be flexible and/or adaptable as work requirements change.
* Meet deadlines; be self-directed and able to work autonomously/independently as needed.
* Thrive in a dynamic, fast-moving environment and select team members who also thrive in this environment.

* High attention to detail and accuracy.

* Valid driver's license and automobile insurance acceptable to Goodwill's liability insurance carrier.
* Frequent travel throughout Palmetto Goodwill's 18-county service area.
Education and Experience
Bachelor's degree from accredited college/university, with emphasis in Business, English, Psychology, Social Studies, or related field. Minimum of five (5) years' experience working with and managing grants and/or Federal programs. A combination of experience and education will be considered. Previous experience working with nonprofit organizations and/or grant writing experience highly preferred.
Physical Demands
While performing the duties of this job, the team member is regularly required to: sit; walk; stand; bend; talk and or hear; use close, distance and peripheral vision; use depth perception and the ability to adjust focus; use hands and fingers to handle or feel objects, tools, or controls. The team member is occasionally required to reach with arms; lift and/or move up to 25 pounds.

Work Environment

Work is usually performed in an office setting. Frequent travel and outside work may be required. The team member may occasionally be exposed to outside weather conditions. The noise level in the work environment is usually moderate.
