Position Objective: Provide services as a Project Manager (Division of Medical Scientific Research Branch for the All of Us Research Program) in support of the overall functions of the Office of the Director (OD) within the National Institutes of Health (NIH). The Director of the Division of Medical Scientific Research Branch for the All of Us Research Program is searching for a motivated and experienced candidate to serve as a Project Manager. This individual will lead complex and cross-divisional projects with multiple stakeholders in a fast-paced and dynamic environment while staying true to key project management best practices and professional demeanor. Critical thinking, large strategic visioning, collaboration, and constant communication across and within teams are critical attributes and skills of a successful candidate. Representation of the projects to leadership and consortium partners on short notice is required.

Duties and Responsibilities:

  • Conduct staff interviews and discussions to determine the scope, purpose and objectives of project. Prepare project documentation to include charter, schedule, resource plans and budgets. 3
  • Creates project in designated project management software and ensure all necessary staff have access.
  • Recommend and support routine project management meetings, updates and prepare a variety of status reports and dashboards.
  • Assist staff coordinate project management activities, to include routine meetings and development of reports. Perform relevant data analysis to support program activities and reporting.
  • Prepare summaries, reports, and minutes of meetings involving discussions of program activities.
  • Conduct project-related activities, including developing needed materials, power-point presentations, arranging discussions, and facilitating interactions. 1
  • Coordinate, track and complete action items and report progress to project owners.
  • Support internal resources plan and implement activities in support of project in accordance with project priorities and schedule.
  • Prepare project dashboards and summaries, milestone status and updates to work breakdown structure as necessary.
  • Track project expenditures against approved project budget and report risks to project owners.
  • Prepare progress reports, summaries, descriptions, and other materials to communicate with internal and external stakeholders.
  • Develop summaries of project status and performance for review with upper management.
  • Measure project performance using designated systems, tools and techniques and report findings to upper management.
  • Create and maintain comprehensive project documentation library using designated applications and tools. 2
  • Present project updates and status reports at recurrent staff and management meetings. Communicate program goals in response to inquiries.
  • Coordinate and assist in a variety of responsibilities including organization, planning, and participation in activities related to pediatric and family enrollment initiatives and programs.
  • Coordinate and assist the development of regular and special reports based on program activities. Prepare briefings and presentations on program progress.
  • Assist project owners conduct enterprise resource planning and assist with annual budget formulation.
  • Assist project owners manage financial aspects of project to include monitoring budget, projecting future spending and completing appropriate financial requests and accounting documentation.
  • Establish project metrics to measure and evaluate project cost and performance.
  • Coordinate and conduct internal management studies and provide trend analyses to project owners.
  • Stay abreast of project management certification standards and industry principles through professional associations and implements practices.
  • Coordinate with other project managers to identify and share project best practices and common approaches and reports to project owner.
  • Review other project management plans and recommend improvements.
  • Provide expert review and recommendation regarding other project management plans.
  • Provide researchers and non-project staff presentations on appropriate project management practices.
  • Use new and established contacts within and outside of the AOURP to achieve program goals related to pediatric and family inclusion in the All of Us Research Cohort.
  • Assist in the administration of ongoing projects.
  • Coordinate with other programs to share best practices and consolidate approaches to increase project management efficiency and effectiveness.
  • Conduct project management audits to evaluate processes and procedures and develop corrective action or improvement plans in accordance with approved standards.
  • Review internal processes and procedures, make recommendations for improvements to promote efficiency and productivity, and evaluate process and make recommendations for effective organizational changes.
  • Review, evaluate and provide recommendations for improvement of project requirements to include the scope, purpose and objectives.
  • Review, evaluate and provide recommendations for improvement of project documentation to include charter, schedule, resource plans and budgets.
  • Review, evaluate and provide recommendations for improvement of project management software and develop investment strategies.
  • Review, evaluate and provide recommendations for improvement of routine project management meetings, updates and preparation of a variety of status reports and dashboards.
  • Develop and implement project monitoring and evaluation best practices.
  • Compare and evaluate project requirements to other projects and recommend changes and improvements to project owners to overcome redundancies, overlaps, or opportunities to coordinate.
  • Evaluate project-related activities and documentation and make corrections and improvements.
  • Review, evaluate and provide recommendations for improvement of project tracking and progress reporting. Review, evaluate and provide recommendations for improvement of project scheduling practices.
  • Review, evaluate and provide recommendations for improvement of project dashboards and summaries, milestone status and updates and work breakdown structures.
  • Review, evaluate and provide recommendations for improvement of project expenditure tracking against approved project budget and implementing corrective actions to mitigate risks.
  • Provide project management expertise monitoring and tracking multiple ongoing projects and provide critical insights to project owners. 5
  • Log project expenditures within designated tracking tool and report balances to project owners.
  • Evaluate project cost and performance against metrics and report status and recommend corrective actions to project owners.
  • Provide project management expertise to ensure accurate and consistent project monitoring and tracking to inform project owner decision making.
  • Act as a primary liaison for Program with NIH, HHS, and others for identified information and support regarding specified projects. 4
  • Coordinate, conduct, and participate in important off-site activities and discussions, relevant to project management activities and goals.
  • Provide subject matter expertise on special cross-cutting and ad hoc projects, attend special regional, annual and ad hoc meetings and participate on working groups.
  • Build and support effective communication strategies for the Division and public presentations of the program and its constituent activities.
  • Maintain coordination and communication between research operations, program management, project stakeholders, team members and subcontractors.
  • Serve as representative on committees and working groups, focusing on areas of programmatic expertise.
  • Coordinate with scientists, institutions, organizations, and other government agencies engaged in related activities and fields, obtaining and providing information and assistance regarding various activities as required.
  • Collaborate with staff on drafting technical reports including write ups for reporting purposes such as scientific advances.
  • Managing projects and their cross-functional teams through the established processes, including a stage-gate process for business planning - Daily
  • Driving proper and consistent use of the stage gate project management process by: maintaining and ensuring data accuracy, deliverable completion, and documentation as specified by relevant policies and procedures; and continuous improvement through maintenance of templates and supporting documentation. - Daily
  • Managing the integrated project schedule, defining the critical path and key milestones, tracking activities to ensure functional team members are meeting agreed upon deadlines, generating and communicating status reports, and escalating critical issues. - Daily
  • Direct medium to large-scale, complex projects with multiple internal and external stakeholders. - Daily
  • Participate in various project governance and inter-department forums. - Weekly
  • Coordinating and facilitating project meetings including kick-off meetings, project team meetings, risk assessments, operational checkpoints, lessons learned, post launch reviews and additional meetings as required. - Ad-Hoc
  • Deliver meeting agendas, minutes and action items - Weekly
  • Provide background research, literature review, and data inquiry to inform presentations, speeches, briefings, slides and manuscripts. - Weekly

Basic Qualifications:

  • Bachelor’s degree in Community and Public Health.
  • 2 years experience guiding/managing complex projects.
  • Skilled in MS Office, SharePoint, Confluence, MIRO, Google Suite, WebEx, and Asana.
  • Experienced in project management, website content management, meeting minutes/summary reports, executive level support, meeting coordination, scheduling, and data analysis.
