GENERAL SUMMARY OR OVERALL PURPOSE:
Under the general direction of the Executive Director, the Human Resource Mananger will manage the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices.
  • Recruits, interviews, hires, and trains new staff.
  • Manages the daily workflow of the HR department.
  • Provides constructive and timely performance evaluations.
  • Handles discipline and termination of employees in accordance with company policy.
  • Ensure legal compliance by monitoring and implementing applicable human resources federal and state requirements.
KNOWLEDGE AND SKILLS:
  • Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Manages and administers the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants; collaborates with departmental managers to understand skills and competencies required for openings. Creates job descriptions to determine which professional roles are necessary for a team or department and defining those roles and to develop cohesive and efficient teams of professionals, the HR manager determines the skills, qualifications and education for each person, along with what their responsibilities include.
  • Onboarding and orienting new hires for integration into the organization’s atmosphere and workflow. trains new and current employees to ensure they understand policies and procedures within the organization. Creates learning and development programs and initiatives that provide internal development opportunities for employees.
  • Develop and a foster a positive workplace atmosphere to increase satisfaction and employee engagement.
  • The HR manager develops a standard procedure for settling problems and providing conflict resolution. Meets with staff members to solve disputes, act as mediators during discussions. HR manager ensures quick response to conflict and supports the rights of the employees.
  • Provides support and guidance to management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Enrolls employees on the agency benefits; coordinates open enrollments, changes and training for benefits programs.
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Retains and updates human resources records.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Performs other duties as assigned.
QUALIFICATIONS:

A. Education:
  • Bachelor’s degree in Human Resources, Business Administration, or related field required.
  • A minimum of three years of human resource management experience.
B. Computer Skills:
  • Must be proficient in basic MS Office programs including MSWord, Excel, Outlook and Explorer.
C. Communication/Interpersonal skills:
  • Good written and verbal communication skills are required.
  • Able to train, supervise and motivate personnel using collaborative skills.
  • Courteous and responsive to the public.
  • Able to gather assessment information through conversation, listening and observation skills.
  • Able to engage, build and maintain relationships with clients through strong interpersonal skills.
  • Able to establish and maintain effective working relationships and work with others.
  • Able to maintain professionalism.
