Dexis seeks a Business Development Manager to join our dynamic Business Development Support Services team. Primarily serving as proposal manager and as contributing writer, the successful candidate will support staff throughout the company on topics relevant to business development. The ideal candidate will have a successful track record of entrepreneurial endeavors, including leading new business efforts in international development and/or foreign affairs with US Government clients, particularly USAID, Department of State, and Department of Defense. International travel, which may include travel to fragile states, may be required.
ResponsibilitiesBid Management (60%)- Lead bids as a proposal manager in capture, live, and post-submission phases, including conducting in-country capture, management of proposal teams, calendars, and deadlines; facilitating strategy development with technical staff; partner identification and negotiations; writing; production; and after-action reviews.
- Write proposal sections including executive summaries, CVs, past performance references, staffing and management plans, and corporate capability statements.
- Serve as compliance reviewer for proposals.
- Actively participate in increasing Dexis' visibility in target industry sectors and markets through networking and participation in industry events and organizations.
- Partner with Dexis staff working in business development in a corporate environment that supports adaptive management, quality, and learning.
- Identify and track relevant upcoming USG funding opportunities through advance intelligence gathering, partner relationships, and other resources.
- Support in-house business development trainings including development, promotion, delivery, and continual improvement.
- Stay abreast of USAID rules, regulations and priorities and disseminate relevant donor policies and news updates internally to inform BD pursuits and practices.
- Contribute to quality control/quality assurance oversight in all business development functions and operations through development, implementation, and continuous refining and improvement of BD processes, systems, tools, platforms, and best practices.
Minimum Requirements
- Bachelor's degree in international development, or related field.
- Minimum of 4 years of business development experience and a successful track record with USAID, Department of State, or other US Government agencies and offices.
- Ability to lead proposal efforts, with minimal supervision, about complex technical subjects.
- Exceptional proposal writing skills, including the ability to communicate clearly and concisely and to write for diverse audiences.
- Substantive knowledge of USAID, FAR/AIDAR and public procurement environment as well as substantial knowledge of foreign assistance and other grant funding requirements preferred.
- Strong understanding of generally accepted capture planning principles.
- Skills in Microsoft Office, particularly in Word (advanced document formatting).
- Willingness to travel a minimum of four weeks per year.
- Required to submit a cover letter to express the level of interest for this job.
Preferred Qualifications
- Master's degree in business, communications, marketing, international development, or related field.
- Experience working on projects or proposals for the Office of Transition Initiatives (OTI) or clients in the governance, stabilization, countering violent extremism sectors.
- Knowledge of Salesforce, SharePoint, Adobe, Lucid Chart, and GovTribe.
- Proficiency in French or Spanish.
- Knowledge of the Shipley Model of Proposal Development
