Description

This is a full time position at 40 hours per week, Monday through Friday, Day shifts from 8:30 am to 5:00 pm. This position is located at the Columbia River Correctional Institute in NE Portland. 

Essential Function

TheProgram Supervisor works as a member of an interdisciplinary team to implement and monitor drug and alcohol re-entry treatment for clients within a prison-based program. This position involves Primary Counselor duties in carrying a select caseload of high-risk clients as well as program administration duties in the implementation of program goals and objectives designed to promote a strengths-based, client centered, trauma-informed approach to assisting clients in achieving individual goals and reducing recidivism. The Program Supervisor assures that program activities are administered as directed by the Program Manager and per regulatory and contractual specifications. The Program Supervisor provides general and specific direction to team members, is responsible for management of the day-to-day activities of the program, and serves as a back up to those supervised in addition to case management tasks.

Essential Responsibilities

  • Assist Program Manager in the implementation of evidence-based practices related to addiction and criminality.
  • Assist Program Manager in Quality Assurance efforts aimed at assuring that staff members maintain accurate and up-to-date documentation associated with assessment, treatment, clients’ progress and other activities, as required.
  • Coordinate with other service providers (internally and externally) to coordinate continuity of care.
  • Cooperate with Department of Corrections (DOC) personnel to ensure a safe clinical environment.
  • Prepare various reports for the Program Manager or other stakeholders as required/requested.
  • Monitor expenditures and use of agency/program resources, making suggestions and putting plans into action to enhance efficiencies.
  • Manage required client testing (CJ-CEST, CTS).
  • Provide therapeutic services and case management activities to high-risk/high-need clients.
  • Model and develop therapeutic interventions based on the Therapeutic Community model.
  • Demonstrate sound clinical judgment in working with clients with criminality, addictions and mental health issues.
  • Facilitate up to five groups per week.
  • Provide clinical supervision, training and guidance to staff to ensure that program goals and objectives are met.
  • Participate in regular supervision, attend clinical case conferences and staff meetings to gain knowledge and communicate program and client needs.
  • Comply with regulations, policies, and procedures under which the facility is licensed and operates.
  • Assist in crisis situations as appropriate, following emergency protocols and procedures. Practice and demonstrate competency in preventing escalation to avoid crisis situations or to neutralize crises in progress.
  • Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
  • Document and maintain clinical records in a manner that assures compliance with all agency policies and procedures and local, state, and federal regulations.
  • Demonstrate responsibility for safety of clients and property.
  • Adhere to mandatory abuse reporting laws; understand and abide by federal regulation of Alcohol and Drug information, 42CFR Part 2 and HIPAA regulations.
  • Complete annual employee training requirements on a timely basis as defined by the agency and program.
  • Attend and participate in all meetings as assigned.
  • Assists with Group Observations and clinical supervision (if CADC II).
  • May be required to work additional hours if the need arises.
  • Perform other duties as assigned.

Qualifications

Education:

It is required that the incumbent have their CADC II within six months of starting this role; they must be eligible or registered for their CADC II. It is preferred the incumbent already have their CADC II QMHA is preferred in addition or a Master’s degree in a behavioral health field.

Experience:

Three years of relevant work experience providing substance abuse treatment is required.

Experience providing supervision or being in a leadership position is preferred.

Experience working with adults with co-occurring disorders and history of involvement in the criminal justice system is preferred.

Specialized Knowledge, Skills and Abilities:

  • Strong written and verbal communication skills
  • General understanding of criminality and criminogenic risk factors
  • Thorough understanding of evidenced-based practices, systems, procedures and treatment strategies
  • Operate computer hardware and software at a level needed to effectively perform job functions
  • Enter data and retrieve data
  • Prepare reports

Other:

Must be able to pass the Department of Corrections criminal background check.
