Description

This position is located at El Dorado, a PSRB residential treatment facility in SE Portland. The schedule for this position is Sunday through Thursday, 1:00 p.m. to 9:30 p.m.

The Program Supervisor I works as a member of an interdisciplinary team and is responsible for the management of licensed residential program(s). This position involves staff supervision, program operation, and clinical oversight of individuals with mental illnesses, the majority of whom are under the jurisdiction of the Psychiatric Security Review Board (PSRB). The clients we serve may have co-occurring disorders including but not limited to traumatic brain injuries (TBI), substance use and addictions, and/or developmental delays. This position involves participation and implementation of program goals and objectives to promote a strengths-based, resident-centered approach to assisting residents in achieving individual goals and ultimately transitioning to a less restrictive setting. With the high prevalence of trauma among individuals receiving mental health services, it is required that the Program Supervisor understand the effects of trauma on health, coping, and other aspects of the lives of those we serve.

All incumbents must understand, appreciate and respect the diversity and cultural differences within our Cascadia community. It is expected that there is an awareness and sensitivity to the perspectives and perceptions to those we serve, as well as our colleagues. As Cascadia is Trauma informed, the incumbent must support a Trauma Informed Care Environment. With the high prevalence of trauma among individuals receiving behavioral health services, it is required that the incumbent understand the effects of trauma on health, coping, and other aspects of the lives of those we serve.

Essential Duties

This position description is not intended to be an all-inclusive list of responsibilities or an all inclusive job description.

  • Manage the assigned residential treatment program and coordinate with clinical services; this may include preparation for licensure, familiarity with applicable Oregon Administrative Rules and Oregon Revised Statutes.
  • Oversee the daily management of the program including, but not limited to, the provision of all clinical and medical services.
  • Provide leadership and oversight of the therapeutic clinical model, including integration of best practices into daily operations, and evaluation of the program’s services. Oversee the treatment and clinical needs of all residents and provide input into treatment goals and objectives.
  • Work residential shifts as needed within the division to maintain required staffing ratios.
  • Oversee maintenance/cleanliness/integrity of facilities, grounds, furnishing, and equipment within the program; includes scheduling and documenting key tasks including fire drills, safety inspections, and room care.
  • Oversee staff vehicle training/certification process. Oversee all vehicle repairs and maintenance.
  • Ensure program staff training, including provision and facilitation of trainings, as well as maintaining up-to-date personnel files in compliance with all program regulations, policies, and procedures, as well as any applicable Oregon Administrative Rules or Oregon Revised Statutes.
  • Collaborate with Quality Management (QM) to implement policies and procedures under which the program operates, including maintaining compliance with all applicable federal, state, county, city regulations, and internal policies and procedures.
  • Oversee medication management services including coordination with medical/other providers. Ensure staff competency with regard to medication management services and provide training as needed. Schedule and conduct periodic quality assurance auditing of all components of the medication services program, and implement improvements as appropriate. Provide prompt notification to Program Manager of any identified concerns.
  • Administer medication, as trained, in compliance with prescriber orders. Must remain up-to-date on all delegated tasks. Complete delegated tasks in compliance with prescriber orders.
  • Maintain program budget and participate in annual budget negotiations and forecasting. Account for direct program expenses, county/state funding paperwork (RSCP’s, CARs), and purchasing of program supplies, including food and meal services within program budget guidelines. Review, code, approve and submit facility bills to the fiscal department for payment. Coordinate with appointed financial staff to ensure applicable expenses are reimbursed by the state/county. Adhere to all policies and procedures regarding company expense accounts.
  • Ensure effective coordination with all outside providers and applicable treatment team members (clinical staff, case managers, medical staff, and other professionals involved in resident care). Provide monitoring and supervision for clients under the jurisdiction of the PSRB and assist clients with developing and maintaining structured activities in accordance with their goals and the terms of their conditional release into the community.
  • Oversee meal program, including any meals planned and prepared by staff to ensure nutritious meals, in accordance with dietary regulations, and applicable physicians’ orders.
  • Monitor staffing requirements, hire, and train staff in collaboration with the Human Resources team. Provide on-going training, supervision, coaching, and performance management. Establish assignments and task priorities for
  • Staff, monitor ability to complete work as assigned, and take corrective action as needed in coordination with Human Resources (HR). Conduct annual performance reviews with staff members.
  • Share responsibility of hiring and supervising PSRB on-call staff.
  • Provide oversight and management of program’s staffing schedule utilizing designated scheduling software.
  • Communicate with designated Multnomah County representative including, but not limited to, incident reports (including adhering to all Cascadia and county critical incident protocols), move-ins and move-outs, and day-to-day communication and coordination.
  • Oversee the rent/room and board collection process and documentation. Collaborate with Housing Department regarding facility/building maintenance.
  • Coordinate with Development & Philanthropy Department to pursue any needed grant funding that may be available.
  • Coordinate with client payees and the Billing Department regarding client expenses.
  • Review and respond to any resident grievances per Cascadia policy.
  • Oversee group and individual treatment services, including development of curriculum, scheduling of activities, and staff service provision, productivity, and quality. May include facilitating and leading individual or group services which involve light physical activity.
  • Ensure resident documentation is in compliance with all program regulations, policies, and procedures, as well as any applicable Oregon Administrative Rules or Oregon Revised Statutes. Ensure that required documentation is maintained in electronic medical records (EMR) using Cascadia software and systems
  • Report all Medicaid compliance concerns to QM.
  • Write Residential Service Plans and Resident Assessments as directed.
  • Participate in new client referrals and screenings.
  • Participate in monthly meetings with Multnomah County representative.
  • Submit and track Plan of Care Authorizations.
  • Assist with client money management services.
  • Accompany and assist residents in attending appointments in the community.
  • Develop and maintain positive working relationships with community partners, funders, peers, stakeholders, and referral providers. Develop and maintain relationships with local neighbors, including staff adherence to any applicable Good Neighbor Agreements.
  • Respond to crisis situations as appropriate, following emergency protocols and procedures; coordinate with the treatment team to develop interventions for crisis response which support a trauma-informed environment.
  • Have an understanding of fire regulations and evacuation procedures; hold regular fire safety drills with residents. Schedule Fire Marshall inspections of the facility and respond to any cited deficiencies. Provide staff training regarding emergency protocols including fire regulations and evacuation procedures.
  • Maintain safety of residents; maintain awareness of each resident’s whereabouts.
  • Adhere to mandatory abuse reporting and Health Insurance Portability and Accountability Act laws (HIPAA).
  • Respect and honor client rights and responsibilities, and demonstrate professional boundaries and ethics.
  • Complete annual employee training requirements on a timely basis as indicated in agency policies and procedures, as well as any applicable Oregon Administrative Rules.
  • Participate in various program and administrative committees to further promote the quality of residential programs.
  • Participate in rotation as the Administrator On-Call for designated programs. This requires answering calls from staff 24/7 and may include physically responding to sites at any time of the day/night during the designated time period. Time period may include recognized holidays.
  • Drive a van on behalf of Cascadia.
  • Remain awake on all shifts.
  • Perform other duties as assigned.

Qualifications

  • Must meet the requirements and demonstrate the competencies to be credentialed as a Qualified Mental Health Associate (QMHA). Must have a Bachelor’s Degree in a behavioral science field from an accredited college or university or three years of mental health work experience or combination of work experience and education. Certification must be current and in compliance with MHACBO.
  • A minimum of three years of clinical experience providing inpatient or outpatient services preferred. Experience providing supervision to employees preferred.
  • Knowledge of Motivational Interviewing and Dialectical Behavior Therapy
  • Understanding of Trauma Informed Care environment principles
  • Understanding of Illness Management and Recovery principles
  • Strengths-based services provision skills
  • Operate computer hardware and software at a level needed to effectively perform job functions.
  • Enter and retrieve data and prepare reports
  • Possess a valid driver’s license, at least three years’ of driving history, and the ability to clear a review of Department of Motor Vehicles (DMV) record.
  • Ability to perform CPR, First Aid, and properly use AED equipment. CPR/ First Aid certifications are required and must remain current.

Working Conditions

  • Environmental: Work will be performed primarily in various residential settings. Daily routines may be hectic and will likely require the Program Supervisor to perform various functions of the site and, on occasion, perform the tasks of other employees. Meal periods and breaks are subject to interruption. There is moderate to high risk of personal injury/illness due to violent behavior, exposure to disease, bio-hazards, noise, and contaminants. The nature of the work dictates that the employee is alert and attentive during assigned shift
  • Mental: A varied routine which requires the ability to address new and unusual circumstances where potential outcomes may negatively affect costs, employee morale, or resident well-being. A degree of unpredictability and disruption to work tasks should be expected, requiring flexible time management. There will be need for consistency, creativity, and ability to stay calm.
  • Physical: Ability to assist residents in participating in a variety of activities, including but not limited to skill building outings, accessing community resources, and recreation. Employee must have the ability to provide safety to all residents and staff in potentially volatile situations. When the need arises, the Program Supervisor may be required to perform non-violent physical interventions including evasion
