REPORTS TO:Director/Youth & Academic Services 

OPENING DATE: January 5, 2024.

CLOSING DATE: Open until filled.

GENERAL POSITION SUMMARY: 

IRCO is seeking a limited duration Program Supervisor (Coordinator III) to oversee the Schools Uniting Neighborhoods (SUN) FAMILY RESOURCE NAVIGATOR (FRN) program from January 1, 2024, to June 30, 2024. The FRN program is a temporary component of the SUN Community Schools service delivery model. The FRN program prioritizes working with families of color, including immigrant and refugee families to provide culturally responsive support to families of students enrolled in IRCO’s 21 SUN Community Schools. The FRN Supervisor will oversee all operations including oversight management, monitoring of contract expectations and program budgets, training, and supervision of program staff across all IRCO’s 21 SUN sites. Position is responsible for FRN program data, budget tracking and reporting. This position is part of IRCO’s SUN Supervisor Team. Reports directly to the Director of Youth & Academic Services. 

ESSENTIAL FUNCTIONS: 

  • Be culturally responsive, trauma informed and be guided by Assertive Engagement practices while performing all duties.
  • Facilitate regular internal team meetings and individualized check-ins to improve strong and nurturing relationships within internal FRN team, internal partner programs and school partners. 
  • Supervise Family Resource Navigators: hire and terminate within agency policies; monitor and evaluate performance; procedures and program guidelines; train and onboard new employees; encourage and ensure optimal communication through regular meetings. 
  • Train staff on expected workflow, including understanding the scope of work, setting boundaries, and utilizing tools/templates developed to help them manage work outputs. 
  • Support team members to develop project management plan to effectively perform expected duties including outreach and engagement strategies; client assistance; maximize partnership opportunities with IRCO programs; community organizations; schools/school districts and SUN/P3 programs; timely submission of program reports, payment vouchers, timesheets, and other documents. 
  • Understand and maintain FRN program forms and templates, including referral form, intake form, program entry/exit forms, case management system, client satisfaction surveys. 
  • Monitoring of program outputs and outcomes, program budget, staff schedules and punctual submission of timesheets 
  • Ensure consistent interpretation of Agency policies. Consult with supervisor and Human Resources regarding staffing needs, disciplinary issues, work plans, etc. 
  • Ensure alignment of the FRN program with the IRCO SUN CS programs (e.g., building use and shared safety plan, data sharing, communication plan, trauma-informed practices, culturally responsive practices, regular check ins) 
  • Attend meetings, participate in work groups, and make presentations on behalf of IRCO’s Youth Department, FRN programs, and for the agency. 
  • Conduct outreach activities to promote programs and agency objectives within the community. 
  • Establish and maintain cooperative external relationships with school faculty, funders, volunteer agencies, the community, and the general public.
  • Attend all check ins with school and district administrators to enhance and support IRCO’s FRN programming and operations. 
  • Meet with Family Resource Navigators and internal partner programs (SUN/P3) to coordinate and manage data collection, sharing and tracking system.
  • Review contractual evaluation and performance requirements and track internal data collection/monitoring timelines to ensure all expected performance requirements can be accomplished. 
  • Utilize FRN data evaluation plan that measures the FRN program impact and return on investment in alignment with IRCO’s agency-wide Impact Reports and/or other communication plans. 
  • Work with IRCO ETO administrator to develop data batch upload system to facilitate WellSky database (owned by MultCo) to ETO data integration. 
  • Train FRN program staff on required databases.
  • Work collaboratively with partner agencies and external consultants as needed. 
  • Train staff to prepare and submit program outcomes and outputs reports in accordance with funder requirements. 

Requirements

JOB SPECIFIC QUALIFICATIONS: 

  • Familiarity with SUN Community Schools and/or Resource Navigation work, including case management and information & referral systems. 
  • Experience with the following is recommended: reflective supervision, Assertive Engagement, Trauma-Informed Care, Growth Mindset, Restorative Justice, supporting school Family Intervention/Resource Navigation teams, and Case Management systems. 
  • Experience with implementation and delivery of school-based culturally specific or culturally responsive services to families related to Resource Navigation, especially for Latinx, African American and other communities of color enrolled in IRCO’s SUN School sites, and for immigrant & refugee communities (Asian, Pacific Islander, African Immigrant, Slavic, Middle Eastern, amongst others) 
  • Proven track record in project management, monitoring contracts and budgets, and producing reports (both written and oral) 
  • Minimum three years of experience supervising employees 
  • Minimum four years of professional experience demonstrating progressive responsibility in an educational or social service setting. 
  • Strong oral and written presentation skills 
  • Experience working in a fast paced and multicultural environment. 

KNOWLEDGE: 

Education: Bachelor's Degree (4) 

Experience: 3-4 years of experience is required (4) 

Additional Language Required: None, but ability to communicate in home language commonly used by program participants preferred, like Spanish, Vietnamese, Cantonese, Mandarin,

Ukrainian, Russian, Swahili or Somali is helpful. 

Computers: All positions at IRCO require use of a computer and experience working with 

Microsoft Products including but not limited to Microsoft 365, Excel, Word, Outlook, and PowerPoint. In addition, this position specifically requires familiarity with virtual meeting platforms like G-Suite, Zoom, Teams, etc. as well as data entry in IRCO and/or funder data base systems like Efforts to Outcomes and WellSky.
