Description

This position is lcoated at David's Harp in SE Portland, Parkrose area. The schedule for this position is Monday through Friday, 8:30 a.m. to 5:00 p.m.

Essential Function

The Program Supervisor I is responsible for the management of the day-to-day operations of David’s Harp, a day program for adults experiencing severe and persistent mental illness (SPMI). This position would provide direct care in the same manner as other line staff as well as provide direct supervision. This position involves staff supervision, program operation, and clinical oversight of individuals with severe mental illness provided within a Trauma Informed Care environment. There will be a need for close collaboration with the Program Manager related to issues that are pertinent to the operation of the program such as data collection for grants with other vendors, and collaboration with volunteers and Board members.

Essential Responsibilities

This position description is not intended to be an all-inclusive list of responsibilities, skills, or working conditions associated with the position. Management reserves the right to modify, add or remove duties as necessary.

  • Implement the therapeutic clinical model, including integration of best practices into the day-to-day operations including Harm Reduction, Trauma Informed Care and Motivational Interviewing. Oversee the treatment and clinical needs of all program clients and provide input into treatment goals and objectives.
  • Assist Program Manager to include collaboration with grantees and community partners, clinical programming, services implementation, and partial budget oversight.
  • Support Program Manager in the day-to-day clinical operation of the team including staff schedules, leading weekly team meetings, organizing monthly calendar of activities and managing referrals into services.
  • Set and oversee program goals in collaboration with the Program Director.
  • Provide individual and group engagement services to clients utilizing strength based case management and interactive social skills with the intent of community integration. These services are designed to foster improved emotional and mental health wellness and assist client with reaching recovery goals.
  • With the Program Manager recruit, hire and train staff.
  • Using a recovery approach to treatment, provide clinical leadership and training/coaching to staff. Conduct regular quality management checks through regular clinical supervision to employees.
  • The employee is expected to accurately document each supervision session. Establish work plans and priorities for staff members and assess progress of staff members in collaboration with Program Manager. Identify corrective action as needed and collaborate with the Program Manager for annual performance reviews.
  • Responsible for timely submission and content review of client information and documentation. Assure that staff members maintain accurate and up-to-date documentation associated with billing, client’s progress and other activities in a manner that assures compliance with all agency policies, program procedures and local, state, and federal regulations. Provide input on all relevant documentation and procedural requirements.
  • Oversee the day-to-day budget needs for program supplies, including food, recreational and transportation services.
  • Oversee the treatment and clinical needs of program clients and provide input into treatment goals and objectives and provision of treatment service options, and provision of treatment service options at the facility. Ensure effective coordination with clinical staff, case managers, medical staff and other professionals involved in their care.
  • Develop and maintain positive working relationships with David’s Harp Board of Directors, community partners, funders, peers, referral providers, supervisor, and co-workers within the larger organization to provide the best possible treatment to clients. Develop and maintain good relations with local neighborhood.
  • Maintain knowledge of, ensure compliance with, and review all applicable federal, state, county, and city regulations, as well as internal policies and procedures. Collaborate with Quality Management to develop and implement policies and procedures. Assist in preparing for annual fidelity audit and post audit action plan development.

Other Responsibilities:

  • Demonstrate responsibility for the safety of clients, staff and property; demonstrate familiarity with fire regulations and evacuation procedures.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Assist staff members by helping to resolve difficult client and program situations thereby managing client risk and care. Provide back up and support to team members - both clinical and support staff.
  • Able to perform First Aid, and properly use AED equipment. First Aid certification is required and must remain current.
  • Attend and participate in all meetings as assigned including clinical team meetings and leadership meetings.
  • Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
  • Complete annual employee training requirements on a timely basis as indicated in the personnel policies and agency requirements. Attend seminars, training, and other educational opportunities in order to develop professional skills and abilities.
  • Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for clients and staff.
  • Perform other duties as assigned.

Qualifications


Qualifications

Education:

A Bachelor’s Degree in a behavioral science field from an accredited college or university or three years of full time professional experience working with adults with severe mental illness. Demonstrated competency to become credentialed as a Qualified Mental Health Associate (QMHA) as outlined in the Oregon Administrative Rules (OAR). Certification must be kept current and in compliance with the OAR’s.

A degree and/or credentialing in art, music, dance, or recreational therapy is preferred

Experience:

Three years of clinical experience providing inpatient or outpatient services is preferred.

A minimum of one year of supervisory experience is a plus.

Specialized Knowledge, Skills and Abilities:

  • Understand recovery model, motivational interviewing, and evidence based practices.
  • Working knowledge of strength based case management philosophies and strategies
  • Operate computer hardware and software (including Electronic Health Record software) at a level needed to effectively perform job functions
  • Enter and retrieve data
  • Prepare reports

Other:

Possess a valid driver’s license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.

Must have the ability to commute to various Cascadia sites and community locations as needed.

Working Conditions

Work is performed in a day treatment milieu in Parkrose, East Portland. The physical environment supports the mission of the program: space for community meetings, area for creative arts (music and art therapy), a kitchen for meals and skills building as well as large group rooms for social skill building treatment and events. The office is shared with other staff including those under the Program Supervisor’s supervision. Work hours are currently Monday through Friday from 8:30am to 5pm. The position will require someone who is able to drive the program van and may also require travel during business hours to other Cascadia sites as well as community locations.

Daily routines can be hectic and may require that Employee to perform various functions of the site as needed. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants.

Mental Demands:

The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. There will be a need for a consistency, creativity, and ability to stay calm.

Physical Demands:

Activities and structure support community integration and assist program clients in learning socially acceptable behaviors. The Program Supervisor must have the ability to assist the members in participating in a variety of active leisure and recreational events, as well as skill building outings and accessing community resources. The employee must have the ability to assist the team in providing safety to all individuals and staff in potentially volatile situations.
