Description

This position is primarily located in NE Portland. The schedule is typically Monday through Friday, 8:30 a.m. to 5:00 p.m.

The Supported Employment Program Supervisor is responsible for direct supervision and clinical oversight of the Supported Employment program based in the Woodland Park outpatient site, serving all outpatient health centers as well as other Cascadia programs. This program serves outpatient mental health clients and SUD clients, as well as clients in residential settings whose mental health and addiction symptoms result in functioning difficulties in several major areas of life, especially employment. The team of employment specialists provides care to (a) out-patient clientele as well as (b) the more severely and persistently mentally ill who may require outreach and support in the community as well as in the office. This position involves staff supervision, program operation, and clinical oversight of fidelity employment services. With the high prevalence of trauma among individuals receiving mental health services, it is required the Program Manager understand the effects of trauma on health, coping, and other aspects of the lives of those we serve so as to support a Trauma Informed Care environment. Supported employment focuses on promoting consumer independence, rehabilitation, and recovery in order to prevent homelessness, unnecessary hospitalization, and other negative outcomes. Each program must operate in compliance with city regulations, state licensing standards, county requirements, evidence based practice fidelity guidelines, internal policies and standards, and other applicable guidelines.

Essential Responsibilities

This position description is not intended to be an all-inclusive list of responsibilities, skills, or working conditions associated with the position. Management reserves the right to modify, add or remove duties as necessary.

  • Provide leadership of an evidence based model of employment including integration of best practices into daily operations. Set and oversee program goals in collaboration with Program Manager and other Program Managers as well as the leadership team.
  • Support Program Manager in the day to day clinical operation of the team including staff schedules, leading weekly team meetings, organizing job development activities and managing flow into services.
  • Using a recovery approach to treatment, provide clinical leadership and training/coaching to the Supported Employment team. Conduct regular quality management checks through regular clinical supervision to employees.
  • Integrate best practices into the day to day operations including; Harm Reduction, Trauma Informed Care and Motivational Interviewing.
  • Provide Supported Employment Services to assigned caseload.
  • Maintain knowledge of, ensure compliance with, and review all applicable federal, state, county, and city regulations, as well as internal policies and procedures. Collaborate with Quality Management to develop and implement policies and procedures. Assist in preparing for annual fidelity audit and post audit action plan development.
  • Develop and maintain positive relationships to advocate for and promote employment throughout the agency. With Program Manager organize joint SE and Voc Rehab meetings monthly.
  • Assist with data collection and reporting requirements including tracking IPS fidelity items and quarterly reports to OHA. Assist in preparing reports that reflect key data points for the Program Manager or other stakeholders as required/requested.
  • Assist with tracking enrollment and termination for all supported employment clients.
  • With Program Manager recruit, hire and train staff including job development mentoring.
  • Provide supervision to staff. The employee is expected to accurately document each supervision session. Establish work plans and priorities for staff members and assess progress of staff members in collaboration with Program Manager. Identify corrective action as needed and collaborate with Program Manager for annual performance reviews
  • Assure that staff members maintain accurate and up-to-date documentation associated with billing, IPS fidelity, client’s progress and other activities in a manner that assures compliance with all agency policies, program procedures and local, state, and federal regulations. Provide input on all relevant documentation and procedural requirements

Other Responsibilities:

  • Demonstrate responsibility for safety of clients, staff and property; demonstrate familiarity with fire regulations and evacuation procedures.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Assist staff members by helping to resolve difficult client and program situations thereby managing client risk and care. Provide back up and support to team members - both clinical and support staff.
  • Attend and participate in all meetings as assigned including clinical team meetings and leadership meetings.
  • Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
  • Complete annual employee training requirements on a timely basis as indicated in the personnel policies and agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.
  • Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for clients and staff.
  • Perform other duties as assigned.

Qualifications

Education:

A Bachelor’s Degree in a behavioral science field from an accredited college or university. Demonstrated competency to become credentialed as a Qualified Mental Health Associate (QMHA) as outlined in the Oregon Administrative Rules (OAR). Certification must be kept current and in compliance with the OAR’s.

IPS (Individual Placement and Support) Certification preferred

Experience:

Three years of clinical experience providing inpatient or outpatient services is preferred.

Nine months of experience providing supported employment services is required.

A minimum of one year of supervisory experience is a plus.

Specialized Knowledge, Skills and Abilities:

  • Demonstrated knowledge of IPS evidence based model of supported employment
  • Understand recovery model, motivational interviewing, and evidence based practices
  • Working knowledge of strength based case management philosophies and strategies
  • Operate computer hardware and software (including Electronic Health Record software) at a level needed to effectively perform job functions
  • Enter and retrieve data
  • Prepare reports

Other:

It is preferred that the incumbent possess a valid driver’s license, three year driving history; ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.

Must have the ability to commute to various Cascadia sites and community locations as needed.
