**Summary**
This position is located in the Office of the General Counsel, Division of Administration, Office of Human Resources, Compliance Unit. The incumbent serves as the Administrative Support Specialist to the Director, Human Resources and assists with the day-to-day administrative functions for the office. The purpose of this position is to carry out a wide variety of administrative, management, program planning tasks and activities in support of the office.

**Duties**
As an Administrative Support Specialist, you will:
* Plan, coordinate, analyze, and evaluate administrative missions and operations for the Office of Human Resources (OHR).
* Administer and evaluate internal management plans, direction, and practices which require consideration and integration of specialized needs.
* Recommend changes pertaining to operating administrative practices.
* Serve as OHR's central point of contact for authoritative information on administrative policies, procedures and requirements, and recommends actions to achieve administrative goals and objectives.
* Determine modifications needed to ensure the smooth operations of the Office.
* Clarify new procedures and provides guidance in the application of new administrative guidelines.
* Actively participate in staff and/or management level meetings and discussions pertaining to administrative and management functions of the division.

**Specialized Experience:** This position is open to Merit Promotion eligibles (also known as "status candidates"). Applicants must meet the requirements for one of the following eligibilities to apply as a Merit Promotion eligible. * A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. To qualify for this position, you must meet the following requirements:
SPECIALIZED EXPERIENCE
**GS-11:** One year of specialized experience, equivalent to the GS-9 grade level which has provided me with the knowledge, skill, and ability to successfully perform the duties of a Administrative Support Specialist. Specialize includes planning, coordinating, analyzing, and evaluating administrative missions and operations for human resources. Administering and evaluating internal management plans, direction, and practices which require consideration and integration of specialized needs. Recommending changes pertaining to operating administrative practices, as well as serving as a central point of contact for authoritative information on administrative policies, procedures and requirements, and recommends actions to achieve administrative goals and objectives. When new or revised administrative policies and procedures are necessary, determining modifications needed to ensure the smooth operations of the Office. Clarifying new procedures and provides guidance in the application of new administrative guidelines and actively participating in staff and/or management level meetings and discussions pertaining to administrative and management functions of the division.
OR
A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position.

A combination of education and experience as listed above.
Substitution of education in lieu of specialized experience may be used for this grade level.
**TIME-IN-GRADE REQUIREMENTS:** All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the next lower grade level, GS-9, or equivalent grade level of the federal service is required to qualify for this position.
**Time-in-Grade Requirements:** Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
**NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).**
