If you have a passion for being a part of an inclusive team of public servants, please consider the following opportunity to provide nursing practice leadership and oversight for seven service areas: Empowering Families of Milwaukee, Infectious Disease, Immunizations, Sexual and Reproductive Health, Childhood Lead Poisoning Prevention, the Well Woman Program, and Parents Nurturing and Caring for their Children. The MHD Nursing staff includes Public Health Nurses, Public Health Nurse Coordinators, Nurse Practitioners, and Nurse Supervisors.

PURPOSE

The Public Health Nursing Administrator provides leadership and oversight to ensure the safe provision of internal nursing services.

ESSENTIAL FUNCTIONS

Leadership and Administration

  • Plan, direct and provide leadership to assure safe and competent public health nursing practice in all divisions.
  • Provide direction for public health nursing and other clinical services within the MHD.
  • Provide collaborative consultation, direction and support to all areas of the MHD.
  • Act as liaison with medical consultants to ensure up-to-date medical orders and compliance.
  • Initiate and participate in problem-solving, quality assurance, and quality improvement.
  • Provide leadership in the recruitment, retention, coaching, counseling and professional development of Public Health Nurses (PHNs).
  • Facilitate the placement of PHN student learners and educate the next generation of PHNs and related professionals.
  • Participate in clinical planning and implement departmental strategy.
  • Maintain community partnerships to achieve desired public health outcomes.
  • Represent the department and appear before public bodies, committees and other agencies.

Technical

  • Maintain current knowledge of Public Health Nursing Practice standards, clinical components, state statutory requirements, and license standards to ensure MHD compliance.
  • Maintain up-to-date policies and procedures; develop and document staff training and competencies, including safety protocols pertaining to the practice of public health nursing.
  • Represent the MHD before Common Council committees and/or other local or national committees or organizations on issues related to public health nursing.
  • Participate in and lead committees, including maintaining department-wide communication to all PHNs on professional development and training to ensure safety, compliance, and knowledge of emerging trends in public health nursing.
  • Maintain close coordination with all departmental programs to ensure continuity and collaboration of services.
  • Develop and maintain an onboarding plan for new PHN hires.

CONDITIONS OF EMPLOYMENT

MINIMUM REQUIREMENTS

  • Bachelor of Science degree in Nursing (BSN) from an accredited nursing program.
  • Current license to practice professional nursing in Wisconsin at the time of appointment and throughout appointment
  • Five years of program management or supervisory experience in the areas of planning, policy and procedure development and implementation, staff development, and/or quality assurance within a public heath, private healthcare or community care facility.

Equivalent combination of education and experience may be considered.

DESIRABLE QUALIFICATIONS

  • Certified Health Education Specialist (CHES or Master level- MCHES).
  • Ability to provide interpretation for Spanish speaking clients.

KNOWLEDGE, SKILLS, ABILITIES & OTHER CHARACTERISTICS

Technical

  • Knowledge of current trends and best practices in the fields of nursing and public health.
  • Knowledge of day-to-day logistics of health care service delivery and how that impacts the ability of clinicians and health care systems to implement recommendations of public health officials.
  • Knowledge of Wisconsin State law relating to professional nursing practice and the American Nurses Association Scope of Practice for Public Health Nursing.
  • Knowledge of the roles of governmental public health, health care, and other partners in improving the health of a community.
  • Ability to use qualitative and quantitative data from multiple sources to assess community health.
  • Ability to read, analyze and interpret scientific and technical journals, financial reports, and documents such as contracts, legislation and grants.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Knowledge of contact management systems, database, internet, project management, spreadsheet, and word processing software.
  • Ability to contribute to the development of programmatic budgets and to operate programs within budget.
  • Ability to contribute to the development of contracts and other agreements for programs and services.
  • Ability to use performance management systems for program management and quality improvement.

Leadership

  • Ability to delegate tasks, coordinate patient and family care, mobilize community resources, and work collaboratively with multidisciplinary teams to improve patient outcomes.
  • Ability to develop processes and strategies for working efficiently, including the ability to orient and instruct nursing and clinical staff in program protocols, clinical procedures and the delivery of stellar customer service.
  • Ability to assign duties, set performance standards, provide guidance and training, monitor work in progress, and make hiring recommendations.
  • Ability to apply time management techniques, prioritize responsibilities and balance workloads to ensure deadlines are met.
  • Ability to facilitate a culture of trust and collaboration.
  • Ability to be open to providing and receiving constructive feedback.
  • Strong personnel management skills and the ability to coach and mentor a variety of personalities.

Strategic Planning

  • Ability to anticipate consequences and trends to develop and implement competitive and breakthrough strategies, policies, procedures and plans.
  • Ability to understand the historical and present day impacts of racism on health and to develop strategies to address these issues.
  • Able to contribute to the development of a vision for a healthy community.
  • Ability to identify internal and external facilitators and barriers that may affect the delivery of the 10 Essential Public Health Services (e.g., using root cause analysis and other quality improvement methods and tools).
  • Ability to move Public Health Nursing into a new era of enhanced and broadened Public Health 3.0.

  • Ability to describe the factors affecting the health of a community to individuals, using both technical and non-technical terms.
  • Ability to present ideas effectively in formal and informal situations.
  • Ability to effectively present information to top management, public groups, boards of directors, media and legislative bodies.

CURRENT SALARY

The current salary range (2MX) is $96,231 - $112,137 annually, and the resident incentive salary range for City of Milwaukee residents is $99,118 - $115,501 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
