EnvironmentalCollaboration Office (ECO)

The City of Milwaukee's Environmental Collaboration Office (ECO)strives to make Milwaukee a world class eco-city. ECO develops practicalsolutions that improve people's lives, the economy, and the environment. With arelatively small staff, ECO has an outsized impact through effectivecollaborations with the community.

ECO provides a fast-paced and collaborative workenvironment wherein each team member has a unique opportunity to blossom as acommunity leader and visibly improve the City. ECO emphasizes three qualitiesfor all team members: project management, personal growth, and communityleadership. The Environmental Sustainability Program Coordinator-Green JobsCoordinator coordinates the workforce activities of a $12M urban forestry grantand coordinates workforce components on all ECO projects in coordination withEmploy Milwaukee and the Office of Equity and Inclusion (OEI).

Purpose

The Environmental Sustainability Program Coordinator-Green JobsCoordinator works with the Environmental Sustainability Director, OEI, EmployMilwaukee, and local training providers to ensure that new federal and localinvestments in forestry, energy efficiency, renewable energy, greeninfrastructure, and related projects lead to the creation of good-paying jobsfor Milwaukee residents.

TheEnvironmental Sustainability Program Coordinator-Green Jobs Coordinatorcoordinates ECO's efforts to expand green jobs using strategies outlined in theGreen Jobs Accelerator. The Green Jobs Accelerator builds excitement for greenjobs and careers, clarifies training pathways, builds skills through subsidizedtraining, identifies transitional jobs with career ladders, identifiescommunity benefits agreements for public projects, and promotes small businessdevelopment business development.

NOTE: The Environmental Sustainability Program Coordinatorposition is part of a promotional series. Depending upon future ECO vacancies,an Environmental Sustainability Program Coordinator who performs successfullymay be considered for promotion to an Environmental Sustainability ProgramManager position.

Essential Functions

Community Outreach andProject Management Related to Green Jobs:

  • Work with the Forestry Services Section of the Department of Public Works (DPW) Operations Division on the U.S. Department of Agriculture (USDA) Forestry grant to identify training standards and work with non-profit based organizations to provide training and facilitate the transition between entry-level forestry jobs and apprenticeships with community-based organizations (CBOs) to higher-skill arborist positions within DPW or its private sector contractors.
  • Foster connections between private-sector contractors and the City of Milwaukee's and Milwaukee Metropolitan Sewerage District's (MMSD's) green programs and connect them to interested workers through career fairs, DirectConnectMKE, and other methods.
  • Draft and oversee community benefits agreements (CBAs) on applicable ECO grant applications and awarded grant programs, including performing contract compliance work related to these grants, other ECO programs, "doing business as" businesses (DBAs), and the Residents Preference Program (RPP).
  • Serve as an industry advisor to Employ Milwaukee for applicable green jobs sectors.
  • Work with Milwaukee Public Schools (MPS), the Milwaukee Area Technical College (MATC), trades unions, and other training providers to build excitement about green jobs and boost enrollment in applicable training programs.

Administration:

  • Improve Milwaukee's existing green jobs website and ensure that it is properly connected to other job boards and initiatives.
  • Attend periodic and ad hoc staff meetings and Common Council meetings.
  • Perform interdivisional coordination administrative functions.

Conditions of Employment
  • The person in this role must be willing and able to perform light physical work, i.e., exerting up to 10 lbs. of force to lift and move objects, and is occasionally subject to outside environmental conditions.
Minimum Requirements

1.Bachelor'sdegree in liberal arts, environmental studies, human resources, or a closely-relatedfield from an accredited college or university.

2.Twoyears of experience in workforce development, community outreach, and/orproject management related to the essential functions above.

3.Validdriver's license at the time of appointment and throughout employment.

Equivalent combinations of education and professionalexperience may also be considered.

Desirable Qualifications
  • Experience in the public sector managing the planning, implementation, and evaluation of various programs or projects.

Current Salary

The current starting salary range (Pay Range2IX) is $62,041-$86,854 annually, and the resident incentive startingsalary for City of Milwaukee residents is $63,902-$89,460 annually. Appointmentabove the minimum is possible base upon level of experience and otherqualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS willbe job related and will consist of one or more of the following: an evaluationof education, experience and/or responses to supplemental questions; a writtenor performance test, a structured interview, or other assessment methods. TheDepartment of Employee Relations reserves the right to call only the mostqualified candidates to structured interviews and performance examinations.Structured interviews may include written exercises. Selection processcomponent weights will be determined by further analysis of the job.
