GENERAL SUMMARY: The incumbent of this classification works with the Director of Human Resources in the overall function of personnel administration.
SUPERVISION RECEIVED AND EXERCISED: Receives administrative direction from the Director of Human Resources and in her absence the Board of Commissioner’s.
ESSENTIAL JOB FUNCTIONS:
· Effectively records, maintains, and processes personnel and human resources information.
· Protects the security and confidentiality of all personnel records, ensures that records are properly maintained in accordance with legal requirements and County policies and procedures.
· Processes documents pertaining to new hires, terminations, and retirements in accordance with state and federal regulations.
· Processes Workers’ Compensation forms via online process.
· Revises Human Resources documentation, i.e., job descriptions, flyers, etc.
· Works with the Director in the preparation of salary plans and other reports.
· Provides management for the fringe benefits programs.
· Provides management for unemployment insurance and workers’ compensation claims processing.
· Participates in the development and administration of the annual budget.
· Initiates COBRA notifications and forms and maintains related documentation.
· Maintains database of employment applications and forwards to appropriate department for review.
· Works with the Director in maintaining the various benefits throughout the County.
· Coordinate and distribute revised and/or new benefit material.
· Responds to employee concerns regarding HR issues.
· Administers employee benefits, i.e., medical, vision, dental, life, and STD.
· Trains summer interns.
· Processes billing information.
· Coordinate with the unions, Department Heads and Elected officials on job postings and appointment of positions.
KNOWLEDGE, SKILLS AND ABILITIES:
· Knowledge of principles of Human Resources operations, procedures, goals and objectives.
· Demonstrated ability to maintain confidential information.
· Interpersonal skills using tact, patience, courtesy and discretion to handle sensitive situations.
· Skilled in advanced computer operations, techniques of work processing and applicable software.
· Skilled in database management and spreadsheet applications, records maintenance and data entry.
· Ability to effectively coordinate multiple projects concurrently while meeting deadlines and changing priorities.
· Ability to organize, prioritize and follow-up on work assignments.
· Ability to interpret and manage a variety of activities related to Human Resources functions.
· Ability to perform detailed work accurately, often with frequent interruptions or changes.
MINIMUM JOB REQUIREMENTS:
· High school graduate with at least 2 years increasingly responsible administrative experience directly related to the duties and responsibilities specified.
